Yarenergo submitted proposals to improve the investment climate in the Yaroslavl region

The branch “Rosseti Centre Yarenergo” took part in the two-day strategic session “Development of measures to improve the investment climate of the Yaroslavl region”, which was held in Yaroslavl on 4 and 5 October. The event was attended by representatives of government, entrepreneurship support institutions, business and expert communities.

The main objective of the two-day interactive event was the development of effective approaches, as well as coordination models of interaction between executive authorities and local self-government, controlling structures, grid companies and business communities to improve the investment and business climate in the region.

In his opening remarks, Deputy Chairman of the Government of the Yaroslavl Region Maxim Avdeev drew the attention of the participants that for entrepreneurs and investors, the emotional sensation of interacting with authorities and other organizations is no less important than the technical indicators themselves: various documents, permits and terms of issue. A positive assessment, which to a large extent comes precisely from sensations, arouses investor confidence, a desire to develop and directly affects the ratings of investment attractiveness of the region drawn up by various organizations. And he called not to be limited to a formal approach, but to actively engage in dialogue with entrepreneurs and investors.

The session participants, distributed by teams, were required to identify the main barriers that could impede the development of the investment climate in their areas of activity and to develop measures to improve it.

Deputy Director for Capital Construction of the branch “Rosseti Centre Yarenergo”, Artem Bugrov, representing the “Construction and Energy” team, emphasized the importance of the electric grid company in shaping the investment climate. The growth of the economic potential of any region is based on the development of industry, modern high-tech industries, and the service sector. None of these areas can develop without reliable power supply. In order to meet the growing demand for electricity and increase the reliability of energy supply, the branch “Rosseti Centre Yarenergo” is actively modernizing the electric grid complex, including using digital transformation technologies. Among the nearest prospective projects of the branch are the creation of a unified grid control centre, a digital substation and a “digital” Distribution Zone, the key technologies of which will be distributed automation of electric grids (installation of reclosers, controlled disconnectors and short-circuit indicators) and an integrated energy monitoring system (smart metering of electricity) . The development of the region’s electric grid complex will allow to ensure reliable power supply for energy intensive production facilities and the region’s population, to increase energy efficiency, which will positively affect the region’s investment potential and residents’ comfort.

Another idea voiced by Artem Bugrov is the need to synchronize regional long-term development strategies with electric grid companies. The construction of the electric grid infrastructure - power lines, substations, requires serious financial costs and time from the company. Energy facilities that are loaded below the project level or not loaded at all are significant financial losses for the grid company and a possible increase in the tariff load for consumers. In the case of synchronization of development strategies, grid and infrastructure companies have a clear understanding of where in the near future there will be new technology parks, enterprises, residential neighbourhoods and there will be a need for electricity, where new feeding centres will be needed, the power of which will be in demand. From the point of view of local authorities, such a synchronization of plans is no less beneficial. The authorities will help businesses navigate and understand where the tariff will be more profitable, the timing of connection to the electric grid and its cost. The investor will be able to accurately calculate, plan the project and implement it as soon as possible. New enterprises will provide jobs and tax revenues to regional budgets, which will contribute to the development of economic and social spheres of the region.

Based on the results of the strategic session, an effective model of further interaction was developed, aimed at optimizing the existing timeframe, and those responsible for the power grid organization and the administration of the Yaroslavl region were identified. The necessity of coordinating actions on the construction of energy facilities by creating a unified information platform and introducing BIM-modeling technologies for the construction of grid connection facilities, the implementation of construction and reconstruction of electric grids was indicated.
