Representatives of Belgorodenergo took part in an international conference on energy law

Top managers of Rosseti Centre Belgorodenergo took part in the international scientific-practical conference “Energy Law: Models and Trends of Development”. The event was held at the site of Belgorod State University.

During the meeting, more than 50 lawyers from various research universities in Russia, China, Bulgaria, Belarus, together with representatives of energy companies discussed the problems of energy law in modern conditions and outlined the optimal schemes for its development. The participants paid special attention to the issues of digital transformation of the grid complex, legal regulation of competitive relations, problems of energy law under international sanctions, environmental and legal aspects of energy development. They emphasized the need to systematize legislation in the energy sector, cited specific examples from their practice and made recommendations for improving laws in the field of energy.

Deputy General Director - Director of Rosseti Centre Belgorodenergo Sergey Demidov, speaking to the participants of the conference, recalled the global challenges posed to the energy sector to switch to the digital path of development. The concept of “Digital Transformation 2030” adopted by Rosseti provides for risk-based management of the industry based on the implementation of digital technologies. It will significantly reduce the operating costs of electric grid companies, decrease losses, significantly increase the reliability of power supply to consumers and improve the quality of services provided by power engineers.

“In this regard, it is necessary to consider the mechanisms of legal relations in the energy sector in order to more effectively solve the problems of converting the grid complex into a digital channel,” he stressed.

Corresponding Member of the Russian Academy of Sciences, Doctor of Law, Honoured Lawyer of the Russian Federation Andrey Gabov in his report drew attention to the fact that in recent years the state has been paying increasing attention to issues of legislation in the energy sector.

“We can say that we are witnessing the formation of energy law. The specifics of energy as a very complex field requires deep and balanced legal decisions. And we have to understand the intricacies of legal relations and give answers to many questions on its improvement,” he emphasized.
