The Tver branch of Rosseti Centre prepares for the period of winter maximum loads

Manvel Mazhonts, Deputy General Director - Director of the branch “Rosseti Centre Tverenergo”, took part in a meeting of the Government of the Tver Region, the main issue on the agenda of which was the readiness of housing and communal services and social facilities for the autumn-winter period of 2019-2020.

Members of the regional government, heads of municipalities, and representatives of the region’s fuel and energy complex also participated in the discussion of the relevant topic.

At the branch “Rosseti Centre Tverenergo”, preparations are underway for the passage of the autumn-winter period of 2019-2020. In the framework of preparing the electric grid complex for the period of maximum low temperatures, the priority area of activity is the implementation of the repair program. In Tverenergo, for all classes of power equipment, it is in strict accordance with the planned schedules and with overfulfillment on individual points. Thus, of 184 km of overhead lines of 35 - 110 kV planned for repairs, 190 km were repaired by the end of September, and of 513 planned transformer substations of 10/0.4 kV, 525 were overhauled. 948 km of 0.4-10 kV overhead lines were also repaired.

Much attention is paid to clearing and expanding routes of power lines. At present, more than 1.3 thousand hectares have been cleared from tree and shrubbery vegetation.

The emergency reserve of the Tver branch of Rosseti Centre is 100% complete. Tverenergo has prepared 48 reserve sources of electricity supply with a total capacity of 3,344 kW. The reserve sources are distributed in permanent locations, persons responsible for their safety, maintenance and operation on the ground are identified.

In addition, in order to ensure the timely elimination of mass blackouts of power grid facilities, the branch formed 13 mobile crews consisting of 68 highly qualified personnel provided with 21 specialized vehicles, including off-road.

The mechanization and transport service of the branch is preparing motor vehicles, hoisting-and-transport vehicles and mechanisms for emergency repairs in extreme winter conditions. This year, 80 drivers underwent training on emergency control and defensive driving programs.

In preparation of the branch for the autumn-winter period, in August, joint command and staff exercises were conducted to test the interaction of the Tver branch of Rosseti Centre with the General Directorate of the EMERCOM of Russia in the Tver region, a branch of PJSC FGC UES Valdai PMES, a branch of JSC SO UES Tver Transmission Control Centre, as well as with executive authorities in the event of failures in the power grid complex associated with a power outage at low temperatures.

From 12 August to 6 September, the readiness of the electric grid complex of Tverenergo for passing the autumn-winter maximum loads was checked by the Central Administration of Rostekhnadzor, as a result of which the branch was sent an instruction on the need to eliminate a number of identified observations as soon as possible.

The energy company started implementing the instruction immediately. It is worth noting that the criterion for the readiness of the electric grid complex for winter according to the regulatory documents of the Ministry of Energy of the Russian Federation is the absence of unresolved comments by Rostekhnadzor within the time limits established by the regulations. Thanks to the actions taken, the branch has already eliminated 34% of these comments. To speed up work on the implementation of the instructions of the supervisory authorities, Tverenergo mobilized all necessary forces and means. All requirements of Rostekhnadzor will be fulfilled within the prescribed time.

“The preparation of the power grid complex for winter always requires special control. Tverenergo’s specialists approach it as responsibly and promptly as possible,” stresses Manvel Mazhonts, Deputy General Director - Director of the branch “Rosseti Centre Tverenergo”. “Currently, the implementation of a set of preventive measures is in its final stage. We intend to enter the winter maximum fully prepared for peak loads and ensure a stable supply of electricity to consumers and infrastructure facilities in the region.”
