Joint exercises were held at Rosseti Centre Voronezhenergo ahead of the heating season

Joint exercises were held at the branch “Rosseti Centre Voronezhenergo” to test interaction of operating personnel of the region’s electric power industry during emergency response at low temperatures. The event involved the regional headquarters for ensuring power supply security, a branch of JSC “SO UES Voronezh Transmission Control Centre”, “TNS energo Voronezh”, JSC “Voronezh Gorelektroset”, the Department of Housing and Energy of the Voronezh Region, and local government bodies.

According to the scenario of the exercises, as a result of a sharp deterioration in weather conditions in the form of gusty winds and precipitation, which caused the accumulation of wet snow on wires of overhead power lines, in three districts of the Voronezh region - Gribanovsky, Ternovsky and Ertilsky - massive power outages occurred. Over 11 thousand consumers, as well as three socially significant facilities, were left without electricity. In the course of the exercises, the power engineers were tasked not only with eliminating the consequences of bad weather within the normative period, but also organizing interaction with all involved services in such a way as to restore the power supply to consumers as soon as possible. For this purpose, territorial executive authorities and local self-government, housing and communal services organizations, municipal unitary enterprises, dispatching services, and divisions of the EMERCOM of Russia were involved in the emergency response exercises.

At each stage of the exercises, the headquarters of Voronezhenergo carried out monitoring and control of actions of the operating personnel performing conditional actions to eliminate technological violations in the operation of electric grid equipment.

The final stage of the exercises was a meeting of the commission, which included the management and operating staff of the Grid Control Centre of Rosseti Centre Voronezhenergo, as well as representatives of the branch of JSC “SO UES Voronezh Transmission Control Centre” and PJSC FGC UES Verkhne-Donskoy PMES. A comprehensive analysis of the organization and implementation of the exercises was carried out, an assessment of the degree of preparation of the management team and headquarters for the performance of their functional duties was carried out, opportunities were identified to reduce the response time in emergency situations. Based on the results of the exercises, the commission praised the quality of work of all participants, noting that the total time for completing tasks to enter schedules for temporary outages did not exceed 1 hour.

“Such exercises help us not only to work out routine actions, but also to reveal hidden reserves, which will reduce the response time of operating personnel to emergency situations provoked by weather conditions during the heating period,” stressed Acting Deputy General Director - Director of the branch “Rosseti Centre Voronezhenergo” Vyacheslav Antonov.
