Kurskenergo’s operating staff conducted a specialized training before the heating season

A specialized training was held at the branch “Rosseti Centre Kurskenergo” to work out interaction of operating personnel of the region’s electric power industry using temporary outage schedules of consumers. The event also involved a branch of JSC “SO UES” “Regional Dispatch Office of Energy Systems of the Kursk, Orel and Belgorod Regions”, PJSC “Quadra” - “Kursk Generation”, PJSC “FGC UES Chernozemnoye PMES”, JSC “Kursk Electric Grids”.

According to the training scenario, as a result of an emergency outage of the 110 kV overhead lines “Yuzhnaya” - “Volokno” circuit I and 110 kV “Yuzhnaya” - “Volokno” circuit II, there was an overload on the 110 kV transit line “Kursk TPP-1” - “Volokno” circuit II with a tap to the “Battery” substation. This overhead line is the main link in the transmission of electricity from the 330 kV “Yuzhnaya” substation to the 110 kV “Volokno” substation. As a result, at the 110 kV “Volokno” substation, which is one of the main supply centres of the city of Kursk, the voltage decreased below the minimum allowable level. In addition, under the training conditions, a shortage of electricity appeared in the energy system of the Kursk region. To prevent the development of an emergency, it was decided to introduce a schedule of temporary power outages in the Kursk region.

At the command of the dispatcher of the operational and technological service of the Grid Control Centre (GCC) of Kurskenergo, the personnel of PJSC “Quadra” - “Kursk Generation”, PJSC “FGC UES Chernozemnoye PMES”, JSC “Kursk Electric Grids” at the substations “Kursk TPP-1”, “Industrial” and “Sadovaya” respectively performed conditional actions to disconnect consumers included in the schedule of temporary outages.

To eliminate the emergency, first responding crews of the Central, Kursky, Oktyabrsky, Kurchatovsky and Medvensky Distribution Zones were involved. At the command of the GCC dispatcher, Kurskenergo’s personnel prepared for putting into operation the 110 kV overhead line “Kursk TPP-1” - “Volokno” circuit II with a tap to the “Battery” substation that did not exceed the emergency preparedness period. When eliminating technological violations, circuit-mode measures were taken to remove the load from the 110 kV “Volokno” substation, turn on 35 kV outgoing lines from other power sources and enter the schedule for temporary power outages, after which the voltage level at the substation increased to an acceptable level. As a result of the immediate actions of Kurskenergo’s personnel, the 110 kV overhead line “Kursk TPP-1” - “Volokno” circuit I with a tap to the “Battery” substation was switched on and reliable power supply to consumers in the city of Kursk was restored.

The actions of the power engineers were assessed by a commission led by the head of the training, the head of the operational and technological service of the Grid Control Centre Roman Dryuchin, which included representatives of Kurskenergo and a branch of JSC “SO UES” “Regional Dispatch Office of Energy Systems of the Kursk, Orel and Belgorod Regions”, PJSC “Quadra” - “Kursk Generation”, PJSC “FGC UES Chernozemnoye PMES” and JSC “Kursk Electric Grids”. Based on the results of the training, the commission praised the quality of work of all participants, noting that the total time for completing the tasks to enter the schedule of temporary outages did not exceed 1 hour.
