In the Smolensk region on 11 September 2019, joint exercises were held to eliminate technological violations in the electric grid complex at low temperatures. The event was attended by the branch “Rosseti Centre Smolenskenergo”, a branch of JSC SO UES Smolensk Transmission Control Centre, the Smolensk Region Department of Energy, Energy Efficiency, Tariff Policy, the Vyazemsky division of power supply - a structural unit of the Moscow Directorate for Energy Supply - a structural unit of Transenergo - a branch of OJSC Russian Railways, RegionEnergo-3 LLC, Elektroset-Smolensk LLC, regional authorities of the EMERCOM, Smolensk Regional State Budgetary Institution “Fire and Rescue Centre”, the Administration of the municipality “Safonovsky district” of the Smolensk region.
The exercises were carried out in preparation of the electric grid complex of the region for the heating period. The theme was the development of measures in the field of organization of interaction during the liquidation of emergencies at facilities of the electric grid complex in the territory of the Smolensk region.
According to the plan of the exercises, as a result of fault to the 110 kV substation “Safonovo” of the branch “Rosseti Centre Smolenskenergo”, 9 substations of 35-110 kV, 6 lines of 6-10 kV, 514 transformer substations of 10 kV, 51.2 thousand residents, 101 settlements, 34 schools and kindergartens, 27 boiler rooms, 68 water supply and sanitation facilities, 18 medical institutions, 8 facilities of the Ministry of Internal Affairs were de-energized.
The exercises were carried out in 4 stages. At the first during an emergency meeting of the headquarters in Smolenskenergo, a high-alert mode is introduced, an analysis of the current operational situation is carried out, issues of interaction with municipal authorities and energy entities are worked out.
The second stage was devoted to the organization of Smolenskenergo’s work in the face of massive technological disruptions in the operation of the electric grid complex. Given the scale and nature of the fault, the branch’s management decides to introduce a special mode of operation. To eliminate massive technological violations, 12 crews from Safonovsky, Dorogobuzhsky, Vyazemsky, Yartsevsky, Smolensky and Smolensk City Distribution Zones consisting of 61 people and 19 pieces of equipment are moving to the faulty locations. Also, for emergency repairs in 6-10 kV grids, crews of the EMERCOM and RegionEnergo-3 LLC of 9 people are involved.
At the third stage, practical steps were taken to replace bushings, poles and transformers at package transformer substations. In addition, in real time, crews of power engineers worked out measures for the delivery and connection of backup power supply sources.
During the final stage, the work of Smolenskenergo was transferred to the normal mode.
“As a result of coordinated and concerted actions of all the participants in the exercises, the conditional emergency was liquidated as soon as possible. The power supply to consumers in the affected districts has been quickly restored,” explained Vitaliy Mordykin, First Deputy Director - Chief Engineer of Smolenskenergo. “The joint exercises allowed us to check the readiness of our units to make competent decisions in responding to emergency situations caused by bad weather, and also to work out mechanisms of interaction with municipalities and energy entities.”
