Tambovenergo organized large-scale exercises in the region in preparation for winter

In the Tambov region, scheduled large-scale joint exercises were held to work out actions to eliminate mass blackouts of electric grid facilities caused by exposure to dangerous meteorological phenomena, organized by the branch “Rosseti Centre Tambovenergo”. The event was also attended by representatives of the General Directorate of the EMERCOM of Russia for the Tambov Region, the Fire and Rescue Centre, a branch of PJSC FGC UES - Verkhne-Donskoy PMES and other energy enterprises operating in the region.

Under the legend of the exercises, according to the emergency warning of the EMERCOM, a set of adverse events was expected in the Tambov region: wet snow, increased wind with gusts of up to 26 m/s, temperature drop to -15°C, icy spots. Based on weather forecast data, the operational headquarters under the leadership of Deputy General Director - Director of the branch “Rosseti Centre Tambovenergo” Nikolay Bogomolov decided to introduce a high alert mode in the branch.

According to the scenario, an emergency shutdown of the 110 kV overhead line Kotovskaya CHP-2 - Tambov No. 4 II circuit with taps occurred during repair of the 110 kV overhead line Kotovskaya CHP-2 - Tambov No. 4 I circuit with taps, which led to a blackout of 234 transformer substations, and as a result, about 83,520 residents and 23 socially significant facilities of the city of Tambov and the settlement of Periksa were left without electricity. After receipt of operational information about the failure, the dispatchers of the operational and technological service of the Grid Control Centre of Tambovenergo immediately began to take measures to eliminate its consequences. The employees of the branch created a repair scheme; two crews of the power line service and 4 vehicles were involved in emergency repairs.

Also, an operational group of the General Directorate of the EMERCOM of Russia for the Tambov Region took part in the exercises to monitor the implementation of emergency recovery work. The information interaction between the dispatchers of the Grid Control Centre of the branch and the Crisis Management Centre of the EMERCOM was provided at the appropriate level.

The subsequent stages of the exercises in the development of the situation included the elimination of technological violations in the 10-0.4 kV grid caused by the passage of an active cyclone in the southeastern part of the region. Mass emergency shutdowns of 24 overhead lines of 6.10 kV occurred, which led to the de-energization of 180 transformer substations, as a result of which 19,800 residents and 126 socially significant facilities of Uvarovsky, Rzhaksinsky, Mordovsky, Tokarevsky and Zherdevsky districts were left without electricity.

In order to promptly restore power supply to consumers in the districts affected by the disaster, seven first responding repair crews were sent from neighbouring Distribution Zones, provided with materials, specialized vehicles and backup power supply sources. An appeal was made to the Headquarters of Rosseti Centre to attract two mobile units of Lipetskenergo for emergency repairs in the territory of Mordovsky district. The contractor Stroyenergomontazh was involved in the emergency repairs.

As a result of the coordinated actions of all participants in the exercises, the contingent emergency was liquidated as soon as possible for such cases. In the affected districts, the normal power supply scheme was restored. The training organizers praised the actions of the power engineers.

“The exercises showed a high degree of preparedness of Tambovenergo’s employees to deal with emergency situations. Currently, the branch is completing the preparation of the region’s electric grid complex for the autumn-winter period. Our facilities and personnel are ready to ensure high reliability of power supply to consumers,” stressed Nikolay Bogomolov, Deputy General Director - Director of the branch “Rosseti Centre Tambovenergo”.
