Branch “Rosseti Centre Kostromaenergo” conducted emergency response exercises in preparation for winter

In Kostromaenergo, joint exercises were held to eliminate technological violations in the electric grid complex at low temperatures in the Kostroma region. The event, organized by the branch “Rosseti Centre Kostromaenergo”, was attended by the General Directorate of the EMERCOM of Russia for the Kostroma Region, a branch of JSC SO UES Kostroma Transmission Control Centre, a branch of PJSC FGC UES - Vologda PMES, as well as executive authorities of the city of Kostroma , Kostromsky, Sudislavsky and Susaninsky districts. The exercises were carried out as part of the preparation of the electric grid complex of the region for the autumn-winter maximum loads.

According to the scenario of the exercises, in the wintertime, in the Kostroma region, weather conditions sharply worsen. A storm warning message is received, associated with a sharp increase in air temperature to “zero” degrees and the occurrence of numerous precipitation in the form of wet snow, gusts of wind reach 25 m/s. As a result of this, the 110 kV Sudislavl-Krasnaya Polyana overhead line is disconnected, with a weakening of the 110 kV grid circuit and a risk for power supply to socially significant and responsible consumers of the Sudislavsky municipal district.

At an emergency meeting of the headquarters of the branch “Rosseti Centre Kostromaenergo”, a high-alert mode is introduced and a decision is made to organize interaction with the administration of the Sudislavsky municipal district in order to clear the way to the place of work on the 110 kV Sudislavl-Krasnaya Polyana overhead line.

Due to the subsequent deterioration of the weather conditions, damage occurs and emergency shutdown of the 220 kV Kostroma-2 - Galich overhead line and the 110 kV Motordetal-Kostroma-1 circuit overhead line with de-energized consumers of the 110 kV Kostroma-1 substation, as well as multiple damage and emergency shutdowns on 6-10 kV overhead lines in the territories of Kostromsky, Sudislavsky and Susaninsky municipal districts. 27 socially significant facilities and more than 30 thousand residents are de-energized.

Given the scale and nature of the damage, the management of Kostromaenergo decided to introduce a special operating mode for the branch.

To eliminate massive technological disruptions, additional crews were sent from 8 Distribution Zones consisting of 90 people and 30 vehicles. Also, personnel and equipment of adjacent structures of the region involved in the work of Kostromaenergo’s Headquarters in the exercises, 30 people and 15 vehicles, were engaged in the emergency restorations.

In real time, the crews of power engineers worked out measures for the delivery and connection of reserve sources of electricity supply and for supplying consumers with meshed grids and existing backup power supply sources.

As a result of the concerted actions of all the participants in the exercises, the conditional emergency was liquidated as soon as possible for such cases. In the affected districts, the normal power supply scheme was restored.

“Joint exercises allow us to check the readiness of all Kostromaenergo’s departments to make optimal decisions when responding to emergencies caused by adverse weather conditions, help prepare for unforeseen circumstances, to work out mechanisms of interaction between various structures of the region, which is especially important during the preparation for the autumn-winter period,” noted the deputy chief engineer for operational-technological and situational management - the head of the Grid Control Centre (GCC) of the branch “Rosseti Centre Kostromaenergo” Pavel Kolotilov.
