Branch “Rosseti Centre Tverenergo” held joint exercises with the EMERCOM of Russia on emergency response

In Tverenergo, joint exercises were held to develop interaction of the Tver branch of Rosseti Centre with the General Directorate of the EMERCOM of Russia in the Tver region, a branch of PJSC FGC UES Valdai PMES, a branch of JSC SO UES Tver Transmission Control Centre, as well as with executive authorities in case of failures in the electric grid complex associated with power interruption at low temperatures.

According to the plan of the exercises in the Tver region, the weather conditions sharply worsen - the wind intensifies, gusts of which reach 25 m/s, heavy rainfall in the form of ice rain. The most affected by the passage of the atmospheric front is Torzhoksky district, at electric grid facilities of which massive technological disruptions caused by the bad weather occur.

According to the scenario, the power supply through overhead lines with a voltage class of 6-110 kV is interrupted, more than 8 thousand residents of the district are de-energized.

Given the scale and nature of the damage, the management of Tverenergo decided to introduce a special operating mode for the branch.

The Headquarters were quickly assembled at the branch, consisting of technical managers of Tverenergo, Valdai PMES, Tver Transmission Control Centre, representatives of the General Directorate of the EMERCOM of Russia in the Tver region, the regional Ministries of Energy and Housing and Public Utilities and Forestry.

At the meeting of the Headquarters of Tverenergo, an assessment of the current situation was carried out, the incoming information was analyzed, the necessary organizational measures were discussed, joint technical solutions were developed to eliminate the consequences of complex technological violations in the operation of the electric grid complex.

A group of forces and means of power engineers of Tverenergo consisting of 21 crews and 21 specialized vehicles was redeployed to Torzhoksky district. Also, personnel and equipment of adjacent structures of the region involved in the work of Tverenergo’s Headquarters in the exercises were engaged in disaster recovery operations.

In real time, the crews of power engineers worked out measures for delivery and connection of reserve sources of electricity supply and for replacing a transformer at a 10/0.4 kV package transformer substation. Also, a 110 kV pole body was loaded and delivered to the place of conditional damage to the pole.

As a result of the clear and coordinated actions of all participants, the practical development of the conditional elimination of damage to the power equipment and the restoration of normal power supply to consumers was completed as soon as possible. Tverenergo’s personnel demonstrated their capability to immediately respond to emergency situations and eliminate their consequences.

“The joint exercises make it possible to check the readiness of all Tverenergo’s specialized subdivisions to make optimal decisions when responding to emergencies caused by adverse weather events, help prepare for unforeseen circumstances, work out mechanisms of interaction between the various structures of the region,” stressed Deputy Chief Engineer for Operational-Technological and Situational Management - Head of the Grid Control Centre of the branch “Rosseti Centre Tverenergo” Nikolay Kotov. “The study of the details of the recovery measures during the exercises makes it possible not to lose time in a real emergency situation and to restore energy supply to consumers as soon as possible.”

The deputy head of the Torzhoksky District Administration Sergey Kholopov gave a positive assessment to the exercises: “I express my gratitude to the Tver branch for organizing this event. The today’s training helped work out issues of constructive interaction in eliminating the consequences of power outages caused by bad weather. The completion of restoration work in the shortest possible time was made possible thanks to the team actions and rapid information exchange of all participants in the joint Headquarters.”
