Employees of the inspection control group of the branch “Rosseti Centre Tambovenergo”* revealed and stopped several facts of non-metered electricity consumption in the Tambov region worth more than 10 million rubles.
During a routine inspection of one of local enterprises, the connection of consumers’ electrical installations bypassing the meter was revealed on its territory, which led to non-metered electricity consumption. The damage caused to the branch amounted to more than 6 million rubles.
Also, when checking one of construction companies in the Tambov region, in the consumer’s electrical installation, a violation of the seal was detected on the meter installed on the door of the switchgear by breaking the sealing wire and removing it from the place of the previous installation, which provides access to elements of the metering system, and also power circuits, which led to non-metered electricity consumption. The damage caused to the branch amounted to 5.7 million rubles.
According to the revealed violations, the branch’s specialists drafted acts and filed applications for holding the perpetrators accountable.
The power engineers remind that in accordance with Resolution of the Government of the Russian Federation No. 442 dated 04.05.2012 “On the functioning of the retail electric energy markets, full and (or) partial limitation of the mode of electric energy consumption”, the consumer is responsible for the safety of metering devices and signs of visual control. At the same time, the legislation provides for severe penalties for energy thieves. In case of theft of electricity, the violator not only compensates for the damage to the electric grid company, but is also held criminally or administratively liable with a fine. It should be noted that since 1 January 2016, the administrative responsibility for unauthorized connection to grids and use of electricity, as well as violation of the rules for the use of electricity and the rules for construction and operation of energy-consuming installations, has been tightened in Russia. In particular, fines for the unauthorized connection and use of electricity have been increased.
Conscientious consumers, who regularly pay electricity bills, also suffer greatly from criminal actions of violators: thefts cause voltage drops in the grid, household appliances break down, and the likelihood of failures, fires and accidents increases.
