In June, the mobile inspection control group of the branch “Rosseti Centre Voronezhenergo” checked immediate information on non-metered electricity consumption in Novousmansky district of the Voronezh region.
During raid work, 15 cases of interferences in the operation of electricity metering devices, as well as violations of the procedure for connection to electric grids, were discovered. The volume of non-metered and non-contractual electricity consumption in Novousmansky district was 1.65 million kWh in the amount of 7.36 million rubles, which exceeds the amount of theft revealed during five months of this year for the whole region.
The employees of the mobile inspection control group found four stores that used electricity in violation of the established procedure for connection to electric grids, without having a contract for electricity supply. The volume of non-contractual electricity consumption exceeded 600 thousand kWh, which is equivalent to 4.61 million rubles.
In addition, facts of interference in the operation of metering devices with the aim of underestimating the amount of electricity consumed were revealed. So, in one of the stores the power engineers discovered, as a result of deliberate distortion of the meter readings, the volume of non-metered electricity of 2.1 thousand kWh in the amount of 17.8 thousand rubles.
Among the violators were also two residents of the village of Babyakovo, who connected their households to electric grid facilities bypassing metering devices. The amount of theft exceeded 29.9 thousand kWh of 78.35 thousand rubles.
The inspection control group paid particular attention to horticultural associations. In seven of them they revealed facts of violation of the integrity of seals on metering devices. According to Voronezhenergo’s experts, as a result of such interference in the operation of metering devices, more than 1 million kWh of electricity was stolen, and the damage caused to the Voronezh branch of Rosseti Centre exceeded 2.67 million rubles.
For all identified facts, applications were submitted to law enforcement agencies to decide on the initiation of a criminal case under this fact under Art. 165 of the Criminal Code: property damage through fraud or breach of trust. For this offense, a penalty of 300 thousand rubles, up to two years in prison, is prescribed.
