The security department of IDGC of Centre - Tambovenergo division in October 2018 established a mobile inspection control group (the inspection group).
As part of the inspection group’s control measures to verify information about non-metered electricity consumption, carried out with the possible connivance of employees of a Distribution Zone, in the village of Tulinovka of Tambovsky district, several facts of large-scale electricity theft were revealed. According to the inspection group specialists of Tambovenergo, 6 acts on non-contractual energy consumption were drawn up. The amount of damage caused to the branch as a result of the non-contractual electricity consumption was more than 13 million rubles.
Tambovenergo reminds that the legislation provides for strict punishment in relation to energy thieves. In case of detection of theft of electricity, the offender compensates for the damage to the electric grid company. It should be noted that since 1 January 2016, Russia has tightened administrative responsibility for unauthorized connection to grids and the use of electricity, as well as violating the rules for using electricity and the rules for constructing and operating energy-consuming installations. In particular, the size of fines for unauthorized connection and use of electricity was increased. In addition to damages, which, according to the new method of accrual, can amount to an impressive sum, the offender faces administrative liability in the form of penalties in accordance with Article 7.19 of the Administrative Code of the Russian Federation or criminal in the form of imprisonment for up to 2 years (Criminal Code of the Russian Federation, Article 165 Part 1).

“Tambovenergo’s specialists constantly hold seminars and meetings, “round tables” on the issues of non-contractual and non-metered power consumption, the procedure for concluding energy supply contracts and the provision of electricity transmission services. It should be noted that today there are no methods of theft of electricity that could not be identified by experts. All tricks are quickly identified by power engineers using modern technical means. As a result, violators are forced to pay fines and reimburse the cost of stolen electricity. Tambovenergo productively implements measures to reduce losses, which contributes to improving the efficiency of the electric grid complex, the quality and reliability of electricity supply to consumers in the Tambov region. The funds saved as a result of their implementation are used by the company, among other things, to develop the regional power grid infrastructure,” stressed Deputy General Director of IDGC of Centre - Tambovenergo division director Nikolay Bogomolov.
