In the Tambov region, the court proceedings on the fact of non-metered consumption by LLC “United Heat and Energy Service Company-1” of electricity supplied by IDGC of Centre - Tambovenergo division ended.
In the course of a routine check of the state of metering devices carried out by power engineers in August 2017, the fact of non-metered power consumption was detected on the territory of the sports and recreation centre. The violation was expressed in the intervention of the metering device operation: there were no seals and visual control signs, which led to a distortion of data on the amount of electricity consumed. At the same time, LLC “United Heat and Energy Service Company-1” did not respond to the request to pay the debt on a voluntary basis. According to the rules of technical operation of electrical installations of consumers No. 6, approved by Order of the Ministry of Energy of the Russian Federation dated 13 January 2003, the responsibility for the safety of the billing measuring instrument and its seals rests with the consumer, who must immediately notify the power supply company in the event of defects.
On the fact of non-metered power consumption, the specialists of the Tambov branch of IDGC of Centre drafted an act that became the basis for going to court for damages in the amount of 2.1 million rubles to the sales company that directly supplies electricity to the territory of the sports and recreation centre.
The Arbitration Court of the Tambov Region satisfied the claim of the sales company, confirming the fact of non-metered power consumption by LLC “United Heat and Energy Service Company-1” and decided to collect the debt in the amount of 2.1 million rubles from the enterprise.
“We conduct systematic work to identify and prevent non-metered and non-contractual electricity consumption, consistently seeking compensation for damage by unscrupulous consumers. It should be recalled that Tambovenergo uses funds collected from violators, among other things, to finance the main production activities that ensure reliable and uninterrupted power supply to consumers,” stressed Deputy General Director of IDGC of Centre - Tambovenergo division director Nikolay Bogomolov.
