Voronezhenergo’s specialists dismantle illegally installed fiber-optic communication lines from power line poles

On 18 March, in the village of Zemlyansk of Semiluksky district of the Voronezh region, specialists of IDGC of Centre - Voronezhenergo division dismantled over 500 metres of fiber-optic communication lines (FOCL) illegally placed on power line poles.

Violations were identified earlier during a raid. Installation of any equipment on power line poles should be carried out in full compliance with electrical safety requirements, for the time of installation work the power supply should be stopped to avoid injuries and accidents. In addition, to ensure uninterrupted power supply to consumers, when installing additional equipment on power line poles, the load on the pole must first be calculated in order to prevent damage or falling of the supporting structure. Such work is carried out within the framework of the contractual relationship between the owner of the electrical equipment and the owner of the telecommunication line.

In order to identify the owner of the fiber-optic cable, Voronezhenergo sent written appeals to all telecom operators operating in Semiluksky district, but none of the operators responded within the prescribed period, and therefore it was decided to dismantle the illegally installed equipment by its own forces.

The dismantling was carried out by Voronezhenergo’s specialists in the presence of representatives of local governments, law enforcement agencies, without causing damage to someone else’s property, with photo and video recording of the works.

Voronezhenergo’s specialists remind that in accordance with paragraph 8 of the Rules for establishment of protected zones of electric grid facilities and special conditions for use of land plots located within the borders of such zones (approved by Resolution of the Government of the Russian Federation of 24 February 2009 No. 160), any actions that could disrupt the safe operation of electric grid facilities, including damage or destruction, and (or) cause harm to life, health of citizens and property of physical persons or legal entities, including throwing on wires and poles of foreign objects, as well as to climb overhead power line poles.

The power engineers also note that all work in the security zone of power lines must be coordinated in advance with the grid company, and also be carried out with strict observance of electrical safety rules. Persons guilty of violating the requirements of the rules of security zones of power facilities may be brought to justice in accordance with applicable law.

The work on identifying and dismantling illegal equipment on power line poles is carried out by specialists of IDGC of Centre - Voronezhenergo division regularly in all districts of the region.
