Employees of the inspection control group of IDGC of Centre - Tambovenergo division revealed and stopped a fact of non-metered electricity consumption in the city of Morshansk of the Tambov region.
During a routine inspection of one of local enterprises, on its territory it was revealed that there is no seal on the current transformer cabinet door at the power installation, and the inscription appeared: “Opened” on the seal installed on the voltage transformer switching device, which led to non-metered power consumption. The damage to the branch amounted to more than 5 million rubles. According to the revealed violation, the specialists of the branch compiled an act and filed an application with the intermunicipal division “Morshansky” of the Ministry of Internal Affairs of Russia for bringing the guilty person to justice.
The power engineers remind that in accordance with Resolution of the Government of the Russian Federation No. 442 of 04.05.2012 “On the functioning of retail electricity markets, complete and (or) partial restriction of the mode of consumption of electrical energy”, the consumer is responsible for the safety of metering devices and visual signs. At the same time, the legislation provides for strict punishment in relation to energy thieves. In case of detection of theft of electricity, the violator not only compensates for the damage to the electric grid company, but also is brought to criminal or administrative liability with payment of a fine. It should be noted that since 1 January 2016 Russia has tightened its administrative responsibility for unauthorized connection to grids and the use of electricity, as well as violating the rules for using electricity and the rules for constructing and operating energy-consuming installations. In particular, the size of fines for unauthorized connection and use of electricity was increased.
Conscientious consumers who regularly pay their electricity bills suffer greatly from criminal actions of thieves: due to theft, power surges occur, household appliances break down, probability of failures, fires and accidents increases.
