In 2018, IDGC of Centre - Smolenskenergo division continued to work on the implementation of a program to reduce the risk of injury to third parties at power facilities of the branch. In accordance with this program, Smolenskenergo’s experts regularly examined the branch’s energy facilities for the integrity of doors, locks, and the presence of locking devices. As part of the implementation of a set of technical measures, they replaced 2,700.72 metres of uninsulated wire with self-supporting insulated wire on 10/0.4 kV overhead power lines passing through the territories of places of mass residence: schools, playgrounds, densely populated residential buildings and others. Signs and posters are placed on all power facilities of the branch, indicating the danger of electric current. These activities contribute to reducing the risk of electrical injury to third parties near electrical installations.
Special attention is paid to advocacy work among various groups of the population. In the electronic and print media of the Smolensk region reminders are placed on electrical safety for construction, agricultural and other enterprises, on the operation of autonomous power sources, memos for parents and teachers on children’s electrical safety, fire safety, on the rules of behaviour in a thunderstorm.
Information on safety of flights near power lines was sent to aero clubs of the region. Thematic safety notes near energy facilities were distributed in fishing stores, through the State Inspectorate for Small Vessels of the Russian Emergencies Ministry, in schools, summer holiday camps, and horticultural associations.
Special attention was paid to explanatory work with children in children’s health camps and educational institutions of the region. More than 3,055 children and adolescents aged from six to sixteen years old from different settlements of the Smolensk region were trained by the power engineers on the basics of electrical safety. Such preventive work is carried out on a regular basis as part of the energy company’s program to prevent third-party electrical injuries. In total, in 2018, the Smolensk power engineers of IDGC of Centre conducted 115 classes (including 12 in the summer period), during which, together with teachers and educators, told children about electrical safety. The events took place in all districts of the region without exception.
