Belgorodenergo calls to monitor the safe placement of houses, fences, garages and playgrounds

In 2018, IDGC of Centre - Belgorodenergo division eliminated 318 cases of violations of protected zones of power transmission lines in the Belgorod region. Each violation was a real threat to residents of the region and, under unfavourable circumstances, could have caused an accident.

In violation of the requirements of Resolution of the Government of the Russian Federation of February 24, 2009 No. 160 “On the procedure for establishing protected zones of electric grid facilities ...”, Belgorod residents build houses dangerously close to power lines, store ground and building materials, set up children’s playgrounds, endangering the lives of children. Last year, 37 violations of protected zones were revealed in the region, materials on 18 outrageous facts were transferred to the Upper-Don Department of Rostekhnadzor in the Belgorod region and the Prosecutor’s Office, 9 cases were reviewed in court instances, 7 were received positive decisions.

Most often there are self-captured areas with fencing lines and substations, construction of buildings and outbuildings in the immediate vicinity of high voltage facilities. Such violations were recorded, in particular, in the settlement of Razumnoye, where, in dangerous proximity to the 6 kV power line, the private owner built a gazebo. By a court decision of May 30, 2018, the structure was recognized as an unauthorized building and obliged the violator to demolish the gazebo. A resident of the settlement of Rovenky had to disassemble the ready-made garage just because the building was in the protected zone of the 10 kV line. In the village of Soloti of Valuysky district, under the 10 kV overhead line, a huge mound of rubble was formed. The owner had to clean up after receiving a notice of violation.

Particularly disturbing is the unauthorized placement of children’s playgrounds in protected zones. In this case, the timing of the transfer of gaming equipment are crucial. In the village of Bely Ples of Veidelevsky district, a playground was taken out of the protected zone of the 0.4 kV overhead line. Now the place for games is located at a safe distance from high voltage facilities.

The rules of conduct near power lines are required to comply with both legal and physical persons whose land plots are located in protected zones. For violation of the law, they may be prosecuted with the imposition of an administrative fine and obligations to demolish the unauthorized structure. Claims against individuals and legal entities who refuse to voluntarily eliminate the violation are considered in court instances.

Belgorodenergo reminds: the protected zone along overhead power lines is installed in the form of a land plot and air space bounded by vertical planes spaced on both sides of the outermost wires of the line when they are not deviated at a distance of 2 to 20 metres, depending on the voltage. Without coordination with the branch in this zone, any actions related to construction, reconstruction or demolition of buildings, storage of materials, development of the ground are prohibited. It is strictly forbidden to place here children’s and sports grounds, stadiums, markets, retail outlets and other facilities involving crowds of people; launch aircraft, plant trees or fish.
