The security department of IDGC of Centre - Smolenskenergo division continues interacting with the police. In 2018, work was carried out on 50 applications filed on grounds of criminal offenses. 27 of them on facts of theft (intentional damage) of material values, 20 - on revealed facts of non-contractual (non-metered) electricity consumption, three - on grounds of malicious failure to execute the verdict (decision) of the court. According to the results of consideration of applications by law enforcement agencies, 12 criminal cases were initiated in 2018 (on cases of embezzlement of property (Article 158, 214 of the Criminal Code of the Russian Federation). As a result of the investigation of the criminal cases, 4 guilty persons have already been identified.
So, for example, in relation to a resident of the region who is guilty of stealing wires in Demidovsky Distribution Zone in 2017, the court convicted him with a penalty of 10 thousand rubles. The court also satisfied the claim of the branch in the amount of 109.74 thousand rubles.
Another indictment was issued against the general director of one of the companies, maliciously evading the enforcement of court decisions on the payment of debt to the branch (Article 315 of the Criminal Code of the Russian Federation). A trial is currently underway for the accused.
As a rule, criminal cases are initiated on the basis of elements of crimes, responsibility for which is provided for by Article 158 of the Criminal Code “Theft”, as well as Article 215.2 of the Criminal Code of the Russian Federation “Destruction of life support facilities”. Such unlawful acts are punishable by imprisonment for up to two years.
The branch takes additional measures to intensify work on submitting applications to law enforcement agencies, including in connection with the revealed facts of non-metered electricity consumption, as well as on operational support of the process of checking by the police of the branch’s statements in all areas and criminal and administrative punishment measures to violators taken according to their results.
Currently, Smolenskenergo continues working on the operational support of criminal cases and the primary materials transferred to the police departments.
