Belgorod and Udmurt power engineers discussed the reform of operational and technological management and the creation of Unified Grid Control Centres

IDGC of Centre - Belgorodenergo division was visited by representatives of a branch of IDGC of Centre and Volga Region - Udmurtenergo. The main purpose of the visit was the exchange of experience on the integration of operational and dispatching services of Izhevsk Electric Grids into a single system of operational and technological management of the company and the creation of unified grid control centres of branches.

Belgorodenergo and Udmurtenergo were selected as pilot regions for the transition to a fundamentally different organizational and managerial structure of operational and technological management, providing for the reduction of management levels of grid facilities, full automation of processes and, as a result, reduction of time to eliminate emergency outages.

As part of the operational and technological management reform, unified grid control centres equipped with digital communication channels and modern information systems will be created this year, allowing online monitoring of the state of power grid facilities, seeing electric energy and power flows, analyzing power quality parameters, current data about the voltage at the consumer, to coordinate the work of mobile field and repair crews. For the first time in the history of the power system, power engineers will be able to manage 0.4-110 kV electric grids and control the power supply to consumers from a single dispatch centre.

During the trip, representatives of Udmurtenergo visited the Belgorod Grid Control Centre, the Customer Service Centre, inspected the Operational Situation and Contact Centre, visited Belgorod Distribution Zone, where they got acquainted with the functioning of the automated control system for outdoor lighting of the regional centre.

In conclusion, the representatives of the operational-technological unit discussed practical issues of the configuration of the future dispatcher’s workplace of the Unified Grid Control Centre and outlined plans for the near future.

The project on creation of the Unified Grid Control Centres is a part of the general concept of digital transformation approved by IDGC of Centre in pursuance of the General Concept “Digital Transformation 2030” of PJSC ROSSETI. It represents a conceptually new approach to the control system of the electric grid complex by creating a unified information model of the grid. As a result, experts expect a general increase in the reliability of the energy system and the quality of life of the population. The Belgorod Region and the Udmurt Republic were among the pilot regions, these projects will be implemented as early as 2019.
