In the Kursk region power engineers, representatives of government and law enforcement agencies discussed the situation associated with electricity theft

In Kursk, a meeting of the Interdepartmental Regional Permanent Commission on Cooperation in Organizing Crime Control and Social Crime Prevention was held, which was attended by power engineers, representatives of the regional administration, the prosecutor’s office, and the Ministry of Internal Affairs of Russia for the Kursk region.

At the initiative of IDGC of Centre - Kurskenergo division, at the meeting of the Interdepartmental Commission the issue of electricity theft was discussed.

A report on this topic was made by the deputy director for security - head of the security department of Kurskenergo Igor Alymov. He explained that this year employees of the branch revealed 263 facts of non-contractual and non-metered electricity consumption. The amount of damage exceeds 11.8 million rubles. An important problem is the use by unscrupulous consumers of “modified” meters. The security department of Kurskenergo regularly monitors the Internet to identify and terminate the activity of resources that advertise and sell “modified” meters, and other devices that can distort the actual indicators of electricity consumed.

Another important problem is the recovery of damage caused to the branch by large consumers. In particular, the amount of damage from unlawful actions of officials of Cheese Valley LLC is 1.9 million rubles, and Stroymagistral LLC - 2 million rubles. On the facts of electricity theft, criminal cases were initiated, which are currently suspended.

During the meeting, the participants discussed methods of preventing and combating energy stealing. As part of instructions in the minutes, decisions were made aimed at improving the efficiency of work carried out in this area. In particular, members of the commission decided to appeal to the Kursk Regional Prosecutor’s Office with a proposal to examine the criminal cases filed and suspended in 2018, based on the fact of non-metered electricity consumption by officials of Cheese Valley LLC and Stroymagistral LLC for the legality and reasonableness of their suspension.

In addition, the commission recommended the Office of the Federal Antimonopoly Service in the Kursk region, together with the law enforcement agencies of the region, to work out possible legal means of countering and blocking advertising of modified metering devices that allow to underestimate the amount of electricity consumed.

Also, the regional committee of housing and utilities and fuel and energy complex was recommended to prepare an initiative letter to the Russian Ministry of Energy on amending Resolution of the Government of the Russian Federation No. 442 of 4 May 2012 “On the functioning of retail electricity markets, full and (or) partial restriction of the consumption mode of electric energy” in the part concerning securing the right to conduct unscheduled inspections of the consumer by the grid organization without prior notice in the form of an instrumental check and responsibility of the consumer to provide access to representatives of the grid organization to metering devices (a system) for their unscheduled inspection”.

The result of the implementation of these decisions will be reviewed by the Interdepartmental Regional Permanent Commission on Cooperation in Organizing Crime Control and Social Crime Prevention at subsequent meetings.
