Employees of IDGC of Centre - Tambovenergo division identified and suppressed a fact of non-metered power consumption in Tambovsky district of the Tambov region.
During the inspection carried out by a mobile inspection control group of the branch of a local enterprise, on its territory, it was revealed that in the power installation in line 2 of the metering voltage circuit there is a fault in the power supply circuit, and there is no wire in the voltage circuit of line 1, that leads to a distortion of data on the amount of electricity consumed. The damage to the branch amounted to more than 12 million rubles. According to the revealed violation, the branch’s specialists compiled an act on non-metered power consumption. An application was filed to the Department of Russian Ministry of Internal Affairs in Tambovsky district for bringing the perpetrator to justice.
The power engineers remind that in accordance with Resolution of the Government of the Russian Federation No. 442 of 04.05.2012 "On the functioning of retail electricity markets, complete and (or) partial restriction of the mode of consumption of electrical energy", the customer is responsible for the integrity of metering devices and visual inspection signs. At the same time, the legislation provides for strict punishment in relation to energy thieves. In the event of discovery of theft of electricity, the violator not only compensates for the damage to the electric grid company, but also is brought to criminal or administrative liability with payment of a fine. It should be noted that since 1 January 2016, Russia has tightened administrative responsibility for unauthorized connection to grids and the use of electricity, as well as violating the rules for using electricity and the rules for constructing and operating energy-consuming installations. In particular, the size of fines for unauthorized connection and use of electricity was increased.
Bona fide customers, who regularly pay bills for electricity, suffer greatly from criminal acts of violators: because of thefts, there are voltage fluctuations in the grid, household appliances are out of order, the probability of failures, fires and accidents increases.
