Kurskenergo’s employees continue to struggle against energy theft

IDGC of Centre - Kurskenergo division, according to the results of eight months of the current year, revealed 232 facts of energy theft. The total amount of stolen electricity was 3 million kWh (in monetary terms 12.5 million rubles).

Kurskenergo continues systematic work to prevent the use of "charged" meters by unscrupulous consumers.

So, in Fatezhsky district of the Kursk region in February 2018, specialists of the branch discovered a fact of using a "modified" meter by an individual entrepreneur in a peasant farm. An electronic device was soldered into the device of the meter, which allowed to remotely influence the circuit of the internal connections of the meter and significantly understate the amount of electricity consumed. The amount of non-metered electricity consumption exceeded 180 thousand rubles. The consumer was brought to administrative responsibility. Currently, the offender has compensated the damage in full.

In April 2018, information appeared on the use of a "modified" meter by an individual entrepreneur in Rylsky district of the Kursk region. The date of the check was agreed with the consumer, but upon the arrival of the branch’s representatives it turned out that the meter got "broken" the day before and the meter was replaced without a notification to the grid company. According to the revealed fact, an act was drawn up on non-metered electricity consumption, a statement on bringing to administrative responsibility was transferred along with materials to the territorial bodies of the Ministry of Internal Affairs of Russia. According to the decision of the magistrate court of the city of Rylsk, the individual entrepreneur was brought to administrative responsibility under Art. 7.19 of the Code of Administrative Offenses of the Russian Federation with a fine of 30 thousand rubles.

Kurskenergo’s security department regularly monitors the Internet for the purpose of identifying and terminating activities of the Internet resources that advertise and implement "modified" meters and other devices that allow to distort the actual indicators of electricity consumed. During this year, the prosecutor’s office of the Kursk region, the employees of the branch sent three applications to restrict access (blocking) more than 30 sites and pages on the Internet, where there was advertising information on methods of stealing electricity and reducing readings of meters.

The power engineers remind that unauthorized (non-metered, non-contractual) use of electric energy entails both administrative in accordance with Article 7.19. of the Code on Administrative Violations "Unauthorized connection and use of electric, heat energy, oil, gas", and criminal liability according to Article 165 of the Criminal Code of the Russian Federation "Causing property damage by deception or abuse of trust"). Cases of unauthorized connection to grids should be reported to Distribution Zones of the branch or by calling the 24-hour toll-free direct line of power engineers at 8 800 50 50 115 (free of charge).
