IDGC of Centre - Belgorodenergo division summed up the results of the work to combat non-metered consumption of electricity. Over seven months of this year, about 400 facts of non-metered and non-contractual electricity consumption with a volume of 6.76 million kWh were identified in the region. The damage caused to the branch exceeded 18.5 million rubles.
The power engineers took measures to curb the violations of the mode of electricity consumption, as a result of which 10.3 million rubles were reimbursed in pre-trial order. The remaining amount is being collected in court.
At the initiative of the branch in the current year, 94 lawsuits were filed with the courts to recover the cost of non-contractual consumption in excess of 9.7 million rubles. According to 77 lawsuits amounting to 9.3 million rubles positive decisions have already been received, another 37 are forcibly seized by the Office of the Federal Bailiff Service of Russia in the Belgorod region. Among them, a statement of claim to the owner of a car wash in Alekseevsky district, who unauthorizedly connected to the grid of Alekseevsky Distribution Zone. Under this fact in October of last year, an act was drawn up on non-metered consumption and the recalculation of consumed electricity for the amount of over 1 million 106 thousand rubles was made. The violator refused to pay voluntarily, and the branch filed an application with the Oktyabrsky District Court of Belgorod, which satisfied the demands in full. After the decision came into force, the Alekseevsky District Department of Bailiffs arrested the car wash with a view to its further sale and payment of the debt. All cash flows at the debtor’s cash desk were also arrested, with 50 percent of the proceeds withdrawn. In addition to the cost of the non-contractual consumption, the culprit had to compensate the court costs in excess of 13 thousand rubles.
The energy company reminds that the legislation provides for a strict punishment for energy thieves. In case of detection of theft of electricity, the violator not only compensates for the damage to the power grid company, but is also brought to criminal or administrative responsibility with payment of a fine. It should be noted that since 1 January 2016, Russia has tightened administrative responsibility for unauthorized connection to grids and use of electricity, as well as violation of the rules for use of electricity and rules for construction and operation of energy-consuming plants. In particular, the amount of fines for unauthorized connection and use of electricity has been increased.
Bona fide consumers, who regularly pay bills for electricity, suffer greatly from criminal acts of violators: because of thefts, there are voltage fluctuations in the grid, household appliances are out of order, the probability of failures, fires and accidents increases.
