A joint exercise was held in the Kursk region to eliminate massive power outages, organized by Kurskenergo

IDGC of Centre - Kurskenergo division conducted another exercise to eliminate mass outages of power grid facilities caused by impact of hazardous meteorological phenomena.

The event, which was attended by the Headquarters for ensuring the security of power supply to consumers in the Kursk region under the administration of the region (the regional Headquarters), the Headquarters and mobile units of Kurskenergo, the General Directorate of the EMERCOM of Russia in the Kursk region, a subdivision of the Chernozemny MES enterprise, a subdivisions of JSC "Kursk Electrical Networks", heads of municipal formations, was conducted with the purpose of setting interaction between Kurskenergo and the regional headquarters, executive authorities and local self-government, gaining skills by the personnel of the mobile units to get ready, relocate to the area of ​​emergencies, practical performance of emergency and recovery operations outside places of permanent deployment.

According to the plan of the exercise in the second decade of December in the Kursk region there were deteriorating weather conditions with increased wind to 17-20 m/s, lowering outside temperature to -20 degrees Celsius.

The operational headquarters of Kurskenergo makes a decision to introduce a high alert mode in the Branch. Mobile units of Kurskenergo are alerted, an emergency reserve and reserve power supplies are checked in all Distribution Zones.

Later, due to a sharp drop in the outside temperature to -25 degrees Celsius with a southerly wind with gusts up to 27-30 m/s and precipitation in the form of wet snow, a breakdown of ground wire of the overhead line (Conductor) 110 kV "South-Atomgrad" circuit I with a tap to the substation "Oktyabrskaya" and "South - Atomgrad" circuit II with a tap to the substation "Oktyabrskaya", which caused the outage of the 110 kV substation "Oktyabrskaya", "Atomgrad" and mass outages of 0.4-10 kV lines in Kursky, Zolotukhinsky , Zheleznogorsky, Manturovsky districts of the Kursk region. The situation was complicated by a "fire" at the 110 kV substation (SS) "Open Range", and, as a consequence, - switching off a large number of consumers, including one socially significant facility in the Kursk region.

The power engineers immediately reacted to the emergency situation. Operating personnel, emergency and recovery crews, specialists of other services are beginning to eliminate the consequences of natural disasters.

Acting under the scenario, the dispatcher of the operational and technological service of the Grid Control Centre of Kurskenergo carries out the necessary measures to isolate faults on the 110 kV overhead line "South-Atomgrad" circuit I, II with a tap to the substation "Oktyabrskaya" and at the 110 kV substations "Oktyabrskaya", "South - Atomgrad". The dispatcher of JSC "Kursk Electrical Networks" switches on consumers of the 110 kV substation "Atomgrad" according to the internal scheme.

Turther on, the power engineers ensured the clearance for firefighting crews to the substation "Open Range" to eliminate the fire in the area of ​​the transformer, in the shortest time they transferred a mobile backup power source to the kindergarten in the settlement of Voroshnevo and fed the socially significant facility, liquidated massive interruptions of 0.4 - 10 kV power lines in districts of the region. The headquarters of Kurskenergo sent to the most "affected" Manturovsky district an additional crew of Solntsevsky Distribution Zone to eliminate the consequences of mass outages of 0.4 kV lines.

During the exercise on the results of a post-failure inspection of the 35 kV overhead line "Medvenka-Panino", replacement of a pole was required. The personnel of Kurskenergo fulfilled the practical tasks of replacing the pole on the line in a timely manner and, thus, confirmed the skills for the practical production of emergency and recovery works outside the permanent deployment areas.

Thanks to well-coordinated actions of the power engineers, clear interaction with representatives of the territorial department of the Ministry of Emergency Situations of Russia, as well as with unified duty dispatch services of municipal entities, conditioned emergency situations were eliminated as soon as possible. Representatives of the Ministry of Emergency Situations of Russia, the Headquarters for ensuring the security of power supply to consumers in the Kursk region under the administration of the region highly appreciated the professionalism and efficiency of the personnel of Kurskenergo.

"Kurskenergo once again confirmed its readiness to act quickly in difficult situations, to interact with other participants in the process. In a critical situation, such speediness can become a decisive factor for the fastest restoration of power supply to consumers," stressed Alexander Olefir, a representative of the Headquarters for ensuring the security of power supply to consumers in the Kursk region.
