According to statistics, a significant part of technological violations at power facilities occurs due to falling branches and trees on wires during bad weather. To ensure reliable power supply in the region for five months of this year power engineers of IDGC of Centre - Lipetskenergo division cleared from trees and bushes more than 280 hectares of guard zones of overhead transmission lines.
Meanwhile, the government assigned part of this work to local self-government bodies. The Civil Code of the Russian Federation, the Land Code of the Russian Federation, Federal Law No. 131-FZ "On General Principles of Organization of Local Self-Government in the Russian Federation" require the city and village administrations to cut down trees and then clean them.
In Lebedyansky district, village and city administrations work systematically at the reliability of electricity supply. There is an inventory of green spaces. The heads of administrations refer to power engineers with applications to switch off lines along which filing of trees is conducted to ensure the safety of work. Zadonsky, Gryazinsky and Terbunsky districts clearly perform their duties. Here, the authorities independently and with the help of Lipetskenergo’s subdivisions clear, clean and remove felling residues.
However, there are districts of the Lipetsk region, which, despite the legally mandated duty, refuse to clear guard zones of overhead lines, hiding behind the lack of money. This situation has developed in Lipetsky, Dobrovsky, Stanovlyansky, Dolgorukovsky districts. In Volovsky district, heads of local settlements do not file dangerous trees and do not remove felling residues either.
"Clearing the guard zones of power lines is a serious matter. But some heads of local administrations realize this only when in strong wind their villages are left without light because of fallen trees. Then it becomes clear to them that "there is no money" - this is not an argument. In order to avoid trouble and discontent of the population due to lack of electricity, it is necessary that local authorities perform their duties on clearing ROWS of power transmission lines as properly as our company does," IDGC of Centre - Lipetskenergo division director Sergey Koval said about the power engineers’ position.
