Voronezhenergo increases reliability of energy supply in Novousmansky district

Deputy General Director of IDGC of Centre - Voronezhenergo division director Evgeny Golubchenko held a working meeting with the head of Novousmansky district of the Voronezh region Dmitry Maslov. During the meeting, issues of improving the reliability of electricity supply to consumers were discussed.

Evgeny Golubchenko informed Dmitry Maslov that, given the scale of the development of the district, its densely populated area and a large number of industrial enterprises, from 1 January 2018 the number of operating personnel was increased to 130 people in its production unit of Voronezhenergo that provides electricity - Novousmansky Distribution Zone. At the moment, Novoussmansky Distribution Zone is one of the largest in the branch.

"Now, in the service area of ​​Novousmansky Distribution Zone, there are 10 crews of specialists provided with all necessary equipment. This made it possible to improve the responsiveness to any possible malfunctions in the grid, reduce the time of their elimination and ensure a consistently high level of reliability of energy supply to consumers," Director of Voronezhenergo stressed.

Evgeny Golubchenko also reported on the progress of the preparation of electric grids of Novousmansky district for the upcoming autumn-winter period. To ensure safe and reliable power supply to consumers of the branch specialists of Voronezhenergo plan for this year to overhaul in the district more than 20 km of power lines of 0.4 -10 kV and 16 package transformer substations. Over 15 million rubles will be allocated for these purposes.

Particular attention during the meeting was given to the work on reducing power losses in grids. In particular, in 2018 more than 380 package transformer substations in Novousmansky district will be equipped with modern electricity meters. More than 1,000 meters will be installed by individuals and legal entities, which will increase control over electricity consumption. Over 18.5 million rubles will be allocated for these purposes.

Evgeny Golubchenko during the conversation also touched upon the actual problem of non-contractual and non-metered electricity consumption.

"Voronezhenergo’s specialists constantly work to identify and suppress such illegal activities. In case of detection of theft of electricity, the violator not only compensates for the damage to the power grid company, but is also brought to criminal or administrative responsibility with payment of a fine. Since 1 January 2016 in Russia administrative responsibility for unauthorized connection to grids and the use of electricity, as well as violation of the rules for the use of electricity and rules for the construction and operation of energy-consuming plants, have been tightened up. In particular, the amount of fines for unauthorized connection and use of electricity has been increased," he stressed.

The head of the Voronezh branch of IDGC of Centre stressed particularly that bona fide consumers, who regularly pay bills for electricity, suffer greatly from criminal acts of violators: because of thefts, there are voltage fluctuations in the grid, household appliances are out of order, the probability of failures, fires and accidents increases.

Dmitry Maslov said that the district administration will support all initiative of the energy company, and is ready to carry out joint activities aimed at identifying unscrupulous consumers, thereby improving the reliability and safety of supply.

The head of the district also touched upon the topic of street lighting. Increasing the lighting of streets in the dark is a very urgent issue for rural settlements of the district, however, often, in their treasury there are no necessary funds for this.

Evgeny Golubchenko noted that this problem can be solved based on the experience of implementing energy service contracts:

"As part of energy service contracts, modern LED street lights are installed. They consume significantly less electricity than current incandescent lamps. At the same time, payment for the modernization of lighting systems to investors is carried out at the expense of savings on energy consumption. Typically, the payback period of the installation of new luminaires under this scheme is 4-5 years. For rural settlements, this option is one of the most optimal ways to address the issue of street lighting."
