Employees of IDGC of Centre - Belgorodenergo division demonstrated to the public outrageous facts of construction of facilities in security zones of power lines. The press tour for representatives of Belgorod media was held in Stary Oskol urban district.
There more than were 300 violations of security zones registered in the Belgorod region, set up along power lines in accordance with RF Government Resolution No. 160 of 24.02.2009, 171 of them in Stary Oskol urban district. Physical persons and legal entities in the immediate vicinity of power lines erect car wash stations, fences, garages, residential buildings and commercial premises. In an unfavourable confluence of circumstances, certain actions in the danger zone can lead to an accident.
The car wash facility with parking for cars along Gubkin Avenue was built under wires of a 6 kV overhead line. If a wire falls, drivers will automatically fall into the zone of step voltage and die. Stary Oskol Distribution Zone repeatedly sent notices with the demand to eliminate the violation, but measures have not been taken yet. In the near future, documents will be prepared to file a lawsuit against the owner in court.
The journalists saw no less dangerous situation at one of gas stations, where under power lines soil is stored and fuel tanks stand. The distance to the wires was reduced to a critical mark - three metres instead of seven as prescribed. When installing the tanks, the driver can approach the wire at a dangerous distance and fall under the influence of electric current. Documents on this fact were sent to the prosecutor’s office, but measures have not been taken yet.
Not only legal, but also individuals do not think about the danger. A resident of the village of Ozerki built a house in the security zone of an overhead power line of 6 kV, without following the protection zone standard, which for a 6 kV line is 10 metres on either side of the outermost wires. Now the intruder is forced to transfer the line to a safe distance at his own expense, since in the event of a wire break, any passer-by can suffer. "It’s not easy to remove the finished structure, therefore, all circumstances should be taken into account before starting the construction," stressed Oleg Nesterenko, deputy chief engineer and head of the production and technical group of Stary Oskol Distribution Zone of IDGC of Centre - Belgorodenergo division, "first of all passing through the territory of the land plot overhead or cable power lines and security zones of electric grid facilities."
In the village of Arkhangelskoye, employees of one of the enterprises planted an apple orchard in an wasteland near the base, but did not pay attention to the fact that the plants are exactly under wires of a power line, in the security zone. As a result, it is difficult for power engineers to access power equipment for maintenance. IDGC of Centre - Belgorodenergo division sent a notice to the owner about the need relocate the trees, but the measures have not been taken yet.
According to the "Rules for the Establishment of Protected Areas for Electric Grid Facilities and Special Conditions for the Use of Land Plots Located within the Borders of These Areas," actions that could harm the life and health of citizens, violate the safe operation of lines and substations or cause environmental damage are forbidden. To eliminate violations the energy company works together with Rostekhnadzor, prosecutors, courts. Citizens and legal entities who committed violations and did not eliminate them on time, in accordance with Art. 222 and 304 of the Civil Code of the Russian Federation, are brought to administrative responsibility. An illegal construction is subject to demolition.
