On 19 April 2018, IDGC of Centre - Smolenskenergo division held its own command-staff exercise within the framework of the interdepartmental complex command and staff exercises conducted by the EMERCOM of Russia on 17-19 April 2018 to work out liquidation of emergency situations arising from natural fires and spring floods.
During the exercise, the readiness to fulfill the tasks of liquidating consequences of emergency situations caused by spring flood and natural fires was tested.
The exercise was led by Vitaly Mordykin, First Deputy Director - Chief Engineer of IDGC of Centre - Smolenskenergo division. Members of Smolenskenergo’s crisis management centre, chiefs of Distribution Zones, heads of structural units, duty operators, emergency response crews of Distribution Zones and employees of temporary information centres took part in the training. The interaction with the General Directorate of the EMERCOM of Russia in the Smolensk region, the Smolensk Regional Dispatch Office, the Administrations and the single duty and dispatch services of the municipal entities of the Smolensk region, the Contact-Centre of IDGC of Centre, contracting organizations that have contracts for elimination of complex technological violations was worked out.
In accordance with the exercise plan, a high alert mode was introduced, the work of Smolenskenergo’s crisis management centre to eliminate complex technological violations in the work of the power grid complex of the branch was organized. Practical testing of the adopted decisions was held on the site of Kardymovsky Distribution Zone of Smolenskenergo during the joint fire training with the territorial division of the EMERCOM of Russia in the premises of the 110/35/10 kV Substation "Kardymovo".
The visiting commission, consisting of the members of Smolenskenergo’s crisis management centre, on the site of Kardymovsky Distribution Zone, checked the organization of the work of the temporary information centre for work with consumers, the work of the operational and technological group. Also, they checked the efficiency of autonomous power supplies, the availability and conditions of storage of the emergency reserve, the provision of the emergency response crew with inventory, equipment, protective gear, specialized vehicles and communications equipment, readiness for action in emergency situations.
The events, envisaged in the command-and-staff exercise plan, were fully implemented. The exercise confirmed Smolenskenergo’s readiness to carry out tasks to eliminate the consequences of emergency situations caused by spring floods and natural fires.
