In Yaroslavl there were public hearings of the central department of the Federal Service for Environmental, Technological and Nuclear Supervision (Rostekhnadzor). Deputy Head of the central department Evgeny Tyumentsev and Deputy Head, supervising the Yaroslavl and Kostroma regions, Leonid Efimov, heads of divisions in the areas of supervisory activities brought to the attention of supervised organizations information on the activities of the department in 2017, law enforcement practice in the implementation of control and supervisory activities. They also responded to questions and told about the latest changes in the legislation regulating the activities of the field of industrial and energy safety.
One of the issues on the agenda was safety for operation of energy facilities, in particular, the operation and design of guard zones of power lines. A large number of cases of electric injury with third-party people occurs precisely when they violate the rules and unauthorized work in these areas of special equipment: cranes-manipulators, excavators, tractors, dump trucks, aerial work platforms. Often people, especially individuals, do not attach importance to this fact, which can lead to electric shock. IDGC of Centre - Yarenergo division, in case of revealing facts of violation of the guard zones of electric grid facilities, together with Rostekhnadzor takes measures to bring perpetrators to justice and eliminate violations.
In addition to eliminating violations of power line of protection zones, the branch "Yarenergo" carries out close cooperation with the central department of Rostekhnadzor in its production activities. In preparation for the autumn-winter period power engineers and representatives of Rostekhnadzor conduct joint unscheduled field inspections in all municipal districts of the region. During the inspections, the electrical state of power installations, the maintenance of operational documentation, the organization of work with personnel, labour protection, the organization of operational and technological management, readiness for carrying out emergency and restoration work during low temperatures, and much more are assessed. As part of the preparations for the 2017-2018 autumn-winter operation period the branch "Yarenergo" eliminated in due time all comments of the Federal Service for Environmental, Technological and Nuclear Supervision, which allowed the branch to receive the certificate of readiness for the autumn-winter operation period without any comments.
"Our main task is the safe operation of electric grid facilities and the provision of reliable power supply to consumers. And to achieve these goals, we actively interact with Rostechnadzor. Regular working meetings with representatives of the department help us identify the points that need to be paid special attention to improve their operation, increase the safety of our employees and third parties," said Deputy General Director of IDGC of Centre - Yarenergo division director Anton Gerasimov.
