Smolenskenergo is ready for the operation through the flood season in 2018

22.03.2018

IDGC of Centre - Smolenskenergo division has completed active preparation for the operation through the flood period of 2018. In the course of preparation, a commission was created in the branch, which ensures planning, coordination and monitoring of the implementation of flood control measures. Specialists of Smolenskenergo developed and approved a plan of measures to ensure reliable operation of power grid facilities during the flood period, including the withdrawal of reserved equipment, materials and other property from areas of possible flooding. Also, the list of power grid facilities of the branch (sections of overhead lines, substations, buildings, structures) located in high-risk areas during the flood period was approved, and the threat or flooding of these were observed over the past three years.

Before the beginning of the flood period, the forecast of the timing and the maximum intensity of the flood was specified. According to meteorologists, active thawing of snow in the region is expected only in the third decade of March, when positive temperatures will be above zero, not only during the day, but at night. "Big water" in the city of Smolensk is also expected in late March - early April.

During the flooding throughout the service area of Smolenskenergo, according to the approved schedule, regular inspections of energy facilities located in the high-risk areas will be conducted (over 200 facilities, most of which are located in the south and east of the region).

According to the Centre for production assets management, technical re-equipment and reconstruction of Smolenskenergo, the branch has a required stock of materials, special equipment and vehicles, backup power sources and personnel for prompt elimination of possible failures and emergencies. With large technological violations of electricity supply to consumers during the spring flood, as in other periods of the year, 259 first responding and restoration crews (937 people) and 348 vehicles (including 122 specialized ones) of Smolenskenergo are ready to proceed to first responding and restoration operations. For delivery of personnel and materials to a workplace and work performance, the units are equipped with motor and row boats, employees received training and obtained the license to manage water transport. To help in the elimination of technological violations in other branches of IDGC of Centre Smolenskenergo created 8 mobile crews (43 people, 16 vehicles, including 8 specialized ones) located at 4 bases of large Distribution Zones.

For prompt elimination of possible abnormal situations, the branch has established cooperation with units of the EMERCOM and local administrations, and also verified the possibility of reserving the schemes for supplying electricity to consumers whose electricity supply is provided through the flood hazard areas.
