26.09.2017

The operating staff of IDGC of Centre – Kurskenergo division in the framework of preparations for the autumn-winter period of 2017-2018 took part in joint exercises to eliminate a failure in the power system of the Kursk region in conditions of low ambient air temperatures. The training was conducted with a view to working out the interaction between the subjects of the electric power industry and the General Directorate of the EMERCOM in the Kursk region in the event of the elimination of emergency situations in the regional energy system.

The exercise involved the operating staff of IDGC of Centre – Kurskenergo division, a branch of JSC "SO UES" "Kursk Regional Dispatch Office", PJSC FGC UES "Chernozemnoye PMES", a branch of PJSC "Quadra" - "Kursk Generation", specialists of the General Directorate of the EMERCOM of Russia for the Kursk region and PJSC "Kursk Electrical Grids".

According to the exercise scenario, as a result of equipment damage at Kursk CHPP-1, a 110 kV overhead line (Conductor) was disconnected, which resulted in a number of 35-110 kV substations being de-energized. Consumers from several districts of the city, medical institutions, schools, kindergartens, industrial transport and communications enterprises got into the zone of outages.

Duty operators of the operational and technological service of the Grid Control Centre (GCC) of Kurskenergo notified the headquarters of the branch. An urgent meeting was organized for the gathering of the management team and emergency repair crews.

The headquarters developed an action plan for the restoration of the disturbed power supply, and the operators of the GCC implemented circuit-mode measures, coordinated the work of the mobile crews, exchanged information with the territorial grid companies and the General Directorate of the EMERCOM of Russia in the Kursk region.

Upon the emergency preparedness the operating and repair personnel of Kurskenergo made preparations for the restoration of the 110kV overhead line under repair, while the conditionally de-energized consumers were also re-supplied under standby schemes. In the shortest possible time, Kurskenergo’s crews performed first responding and restoration work at the fault location on the 110 kV power line and fully restored the power supply.

Based on the results of the exercises, an analysis of the actions of all participants was carried out. According to the leaders of the training, the results of the exercises confirmed the readiness of Kurskenergo’s operating personnel to work in difficult mode conditions of the autumn-winter period.
