Within the framework of preparation for the autumn-winter period, a two-day joint exercise was held in the Lipetsk region to eliminate massive power outages at the regions grid facilities in low temperature conditions. IDGC of Centre - Lipetskenergo division organized emergency and recovery work in cooperation with the General Directorate of the EMERCOM of Russia in the Lipetsk region, the branch of JSC "SO UES" Lipetsk Regional Dispatch Office, the branch of PJSC "FGC UES" - Verkhne-Donsky PMES and other power enterprises operating in the region.
According to the plan of the exercises, a heavy snowfall occurred at night in Terbunsky district of the Lipetsk region. As a result of sticking of wet snow and falling trees on the Conductor-10kV "Borki" there was a power outage of consumers in the village of Plotki. At 10 hours 00 minutes emergency repair crews were immediately sent to the place of technological violation, as well as specialists from other services. For two hours the power engineers restored power supply to 30 residents of the village. At 13:00 according to the second scenario in Terbunsky district there was an icy rain. As a result of damage to the Conductor-10 kV "Second Terbuny" there was a massive power outage, a part of the village was de-energized, and this was 1,100 people and socially significant facilities. Because of the large volume of emergency recovery work the power engineers decided to supply the general education school with a backup power supply source. The work on the restoration of electricity was completed for four hours.
On 8 September, according to the legend, at 13:00 an alarm was triggered at the 110/35/10 kV substation "Terbuny-110". An operator of the operational and technological group of the Distribution Zone in the course of inspection of the disconnected equipment, found the destruction of the 110 kV inputs at phase A, phase C from the power transformer T-1 with release and ignition of oil, he reported to the operator of the Grid Control Centre by phone about the emergency outage: he listed the equipment that was de-energized. He reported on the phone number 01, 112 about the fire at the substation. The operator of the operational and technological group of the Distribution Zone organized meeting of fire departments of the EMERCOM of Russia in the Lipetsk region, preparation of grounding devices for grounding fire trucks, hoses, foam generators, and personal protective equipment - dielectric boots, gloves. He issued a permit for a firefighting crew to extinguish the fire, instructed on safety and issued a written permission to extinguish the fire to the senior firefighter. The firefighting crew performed conditional fire extinguishing at the 110/35/10 kV substation "Terbuny-110". The branch, in accordance with the established procedure, introduced a special mode of operation, providing for mobilization of necessary forces and means for restoring power supply to consumers under standby schemes, priority connection of socially significant facilities.
As a result of well-coordinated actions of the power engineers, by 15:04 the electricity supply of all de-energized consumers was restored.
Deputy Chief Engineer for Operational and Technological and Situational Management - Head of the Grid Control Centre of IDGC of Centre - Lipetskenergo division Andrey Arapov noted the coordination of the actions of all participants of the exercise: "On the eve of the autumn-winter period, such large-scale joint exercises make it possible to check the operational readiness of emergency services to the elimination of emergency situations, as well as to develop practical skills of interaction of all participants in the process. In a critical situation, such speediness can become a decisive factor for the fastest restoration of power supply to consumers, operation of housing and utilities facilities and stabilization of the situation in the electric grid complex of the region as a whole."
