For half a year IDGC of Centre – Belgorodenergo division stopped 143 facts of illegal activity near electric grid facilities. During the same period, 48 new violations of the protected zones of power lines were recorded. Under 28 most outrageous facts materials were transferred to Rostekhnadzor, another 20 cases are under consideration in the courts, seven have already received positive conclusions.
Violators will have to demolish their buildings erected in a dangerous zone at their own expense without agreement with the electric grid company. Among them, an unauthorized farm building and slate fencing on the land plot in the village of Kurasovka of Ivnyansky district of the Belgorod region. The consumer ignored the notice demanding to eliminate the violation, after which Belgorodenergo applied to the court, which ruled to demolish it. Such a measure is fully justified, because the possible price of such self-construction is a person’s life.
Not only citizens but also legal entities violate the Rules for the establishment of security zones of electric grid facilities and special conditions for the use of land plots located within the boundaries of such zones. In May, the Prosecutor’s Office of Borisovsky district passed a recommendation to the head of the company that was building the cultural and educational centre on the territory of the Oktyabrsko-Gotnyansky rural settlement. In violation of several paragraphs of the above Rules, the contractor stored the soil directly under the 10 kV line. What could have turned into such a construction is not hard to imagine. Under the close attention of the Prosecutor’s Office, the contractor moved the embankment to another, safe place.
There are many cases when the violators themselves or with the help of power engineers, but at their own expense, agree to remove the fences located in the protected zones, dumps and structures. Most of the citizens prefer not to bring the matter to court. However, if it is a ready structure, the perpetrators leave it too late, posing a direct threat to life not only for themselves, but also for their clients, partners or neighbours. Therefore, starting construction, you need to pay attention to the passage of power lines. If they are present, work in the protected zones of the overhead line should be agreed in advance with IDGC of Centre – Belgorodenergo division.
At present, the branch has 93 facts of violation of the protected zones of power lines in the "the development". The most typical ones are land squatting with fencing of overhead power lines, construction of buildings and outbuildings in the immediate vicinity of high voltage facilities, storage of soil and materials with violation of the dimensions of overhead lines. For example, at present in the settlement of Novosadovy-41 in Belgorodsky district without coordination with the branch earthworks are under way directly under wires of a 10 kV overhead line. At the end of July, the citizen was issued a notice with a demand to eliminate the violation within 10 days, however, no response was forthcoming. Meanwhile, there is a risk of contact of special equipment with wires, and this is already dangerous for the lives of those who are currently in the vicinity.
IDGC of Centre – Belgorodenergo division reminds that the RF Government Resolution No. 160 of 24.02.2009 establishes a security zone along overhead power lines in the form of a land plot and airspace bounded by vertical planes spaced on either side of the outer wires of a line with their unbending position at a distance of 2 to 20 metres, depending on the voltage. Without coordination with energy specialists in this zone, any actions related to the construction, reconstruction or demolition of buildings, storage of materials, development of soil are prohibited. It is strictly forbidden to place children’s and sports grounds, stadiums, markets, retail outlets and other facilities that provide for gathering of people; run aircraft, plant trees or fish.
