Tverenergo is concerned with the low payment discipline of managing companies

Vadim Yurchenko, Deputy General Director of IDGC of Centre - Tverenergo division director, took part in a round table meeting that took place in the Legislative Assembly of the Tver Region and was devoted to the payment discipline of managing companies. Deputies, representatives of executive power, sales and territorial grid companies also took part in the discussion of the current topic.

The discussion was devoted to the low solvency of managing companies for communal resources used to maintain the common property of apartment buildings. According to the data of the electricity supplier of last resort "TverAtomEnergoSbyt", today in the Tver region one of the most problematic situations in the country has arisen, connected with the evasion of utility providers from payment for consumed electricity. As of 1 July 2017, the total debt of the managing companies of the Upper Volga Region amounted to 366 million rubles. This is a direct loss for all players in the electricity market, including for electric grid companies, as not receiving funds of consumers the electricity supplier of last resort cannot make timely payment for delivery of energy resources.

Acting as an expert, the head of the Tver branch of IDGC of Centre Vadim Yurchenko confirmed that the problem of the debt of managing companies is indeed very acute. Reliable and uninterrupted power supply of the region directly depends on payment discipline. "Grid companies do not receive money to maintain, develop and operate in the normal technical condition the power grid complex. We are in favour of legislatively increasing the level of responsibility of all participants in the process of supplying electricity to the final consumer for inaction in matters of payment of the resource and negligent attitude towards the fulfillment of their direct obligations."

As an example, Vadim Yurchenko cited the problem that existed in the city of Beliy of the Tver region, where one of managing companies, as well as a number of homeowner associations for a long period of time, deliberately prevents the commissioning of common house metering devices in 63 multi-apartment residential buildings. As a result, Tverenergo incurs losses, in turn fulfilling the entire set of obligations for the delivery of electricity to consumers within the balance boundary (up to the border of the residential house). Similar situations are also found in other municipalities of the Tver region.

In addition, the negligent attitude of managing companies to the issues of maintaining in-house electrical networks also directly affects the excess amount of payment for common house needs. The unsatisfactory state of the in-house power grid complex leads to large technical losses of the resource, and the lack of control leads to losses of electricity associated with illegal connections to networks (non-metered consumption).

Currently, the Tver branch of IDGC of Centre considers mechanisms that, within the legal framework, could remove the problem of unfair activities of managing companies. In particular, issues related to bringing to the administrative responsibility of heads of managing companies, who do not implement timely installation and acceptance of common metering devices contrary to the requirements of the current legislation.
