For the period from January to June 2017, specialists of IDGC of Centre – Lipetskenergo division conducted 115 raids to identify theft of electricity.
As a result of these measures, 205 acts of non-contractual consumption were compiled for individuals and legal entities for more than 3.968 million kWh or 16.454 million rubles, and 685 acts of non-metered consumption for 6.134 million kWh.
The largest number of facts of non-contractual consumption was recorded on the territory of Dobrinsky, Dobrovsky, Lipetsky Distribution Zones. In accordance with the federal legislation, all violators will have to compensate for the damage caused to the power company.
So, the consumer-legal person of LLC "En-Safe" located on the territory of Dobrinsky district, will have to return the power company almost 1.467 million rubles for unauthorized connection without a power supply contract concluded in the established manner and for illegal consumption of 194.6 thousand kWh of electricity.
If the debt is not repaid within the specified period, all the collected materials on this case will be transferred to the police for initiating an administrative or criminal case, and the debt will be recovered in court with reimbursement of all court expenses.
The power company reminds that the punishment for electric power theft is inevitable. And in case of detection of theft of electricity, the violator not only compensates the damage to the power grid company, but is also brought to criminal or administrative responsibility with payment of a fine. Since 1 January 2016 in Russia, administrative responsibility for unauthorized connection to grids and use of electrical energy, as well as violation of the rules for using electricity, rules for installation and operation of energy-consuming plants have been tightened up. In particular, the amount of fines for unauthorized connection and use of electric energy has been increased.
IDGC of Centre continues systematic work to prevent and suppress in the regions of its operational responsibility (11 subjects of the Central Federal District) facts of non-metered and non-contractual electricity consumption. The company’s personnel conducts regular raids, in which experts of the security unit are also involved. Particular attention is paid to working with problem consumers. Their check is preceded by thorough preparation and instruction of raid participants by specialists of the security departments of the branches. Employees of the regional FSB and the Ministry of Internal Affairs of Russia are involved to participate in raids as part of operative-search activities. The claimants’ materials on facts of unauthorized energy consumption identified by the security unit of IDGC of Centre are sent to law enforcement bodies, and often serve as the basis for initiating criminal cases against power thieves.
Please, be reminded that the criminal actions of power thieves damage not only the electric grid company, but also respectable citizens who regularly pay bills for electricity. As a result of the theft of energy resources there are voltage fluctuations in the grid, household appliances of neighbours are out of order, probability of power outages and fires increases.
IDGC of Centre intends to consistently seek compensation for damage by unscrupulous consumers.
