Since the beginning of the year in the Smolensk region almost 1,400 power supply restrictions for consumers implemented

In the first half of 2017, IDGC of Centre - Smolenskenergo division at the request of a branch of "JSC AtomEnergoSbyt" "SmolenskAtomEnergoSbyt", implemented restriction of electric power supply to 1,386 debtors with significant accounts receivable for consumed electric energy. Among them there are 451 legal entities - enterprises of housing and communal services, organizations of the budgetary sphere, production of various forms of ownership and others, and 935 household consumers.

IDGC of Centre - Smolenskenergo division implements restrictions on power supply to customers by switching off lines with switching devices, dismantling wires and inputs of consumers’ power installations. In addition to paying debts to restore power supply, non-payers are obliged to compensate for costs of switching off and reconnecting their power plants to electricity grids of IDGC of Centre. The amount of compensation for the costs of introducing restrictions and restoring the consumption of electricity for consumers for the period from January to June 2017 was 759,429 rubles.

In addition, IDGC of Centre - Smolenskenergo division for the first half of 2017 initiated 58 electricity restrictions to legal entities that owe debts to the branch for electricity transmission services. In connection with the repayment of debts by consumers prior to the planned date of the introduction of the restriction, all the initiated restrictions on the mode of consumption of electric energy were abolished. This measure stimulates the consumer to fulfill payment obligations in accordance with the contract.

Smolenskenergo reminds that actions of defaulters jeopardize the reliability of electricity supply to consumers in the Smolensk region, since funds raised for the provision of electricity transmission services are spent by Smolenskenergo primarily to finance the main production activities. Consumers’ debt and chronic underpayment for current consumption in many regions of Russia remain the main problem preventing the repair campaign performance and qualitative preparation for the autumn-winter season. It is in connection with the systematic violation of a number of contractual obligations by some customers that energy companies are forced to toughen up measures to recover accounts receivable. Smolenskenergo intends to continue to work consistently to recover accounts receivable, using for this purpose all mechanisms provided by the current legislation.
