Smolenskenergo summed up the summer measurement of electrical loads and voltage levels in grids

IDGC of Centre - Smolenskenergo division on 21 June 2017 performed the summer control measurement of electrical loads and voltage levels in grids. At certain time intervals, the power engineers carried out control measurements of loads of all windings of transformers, 110, 35, 10 and 6 kV outgoing lines, bus voltages. The control time for determining the measurements was established by the Regional Dispatch Office of the power systems of the Kaluga, Bryansk and Smolensk regions (Smolensk Transmission Control Centre).

According to the service of electrical modes of the Grid Control Centre of IDGC of Centre - Smolenskenergo division, following the results of the summer day of control measurements, the maximum power consumption over the company’s grids was about 502 MW. This figure corresponds to last year’s figures, when consumption was about 500 MW.

Connection of new customers to the branch’s grids allows to maintain a high level of electricity consumption in the conditions of a crisis. Thus, the load for the new 110 kV Sofia commissioned at the end of 2015 already exceeds 20 MW - more than half of the capacity according to the specifications of this applicant. "It should be noted that the load of such industrial consumers does not decrease in the summer minimums and allows not only to increase the profit of the enterprise from grid connection and delivery of electric power, but also to fully perform the tasks of the System Operator by schedules with automatic frequency load shedding and emergency restrictions," commented the head of the service of electrical modes of Smolenskenergo Alexey Magon.

In 2017, at sixty-four substations of 35-110 kV, the control measurement is performed without involving personnel and equipment using operative-information complex, AMR, special macro programs integrated into Microsoft Excel. This allows not only to obtain the most accurate data and simplify their processing, but also reduce the transport costs of the branch and significantly reduce labour costs.

Based on the results of the control measurements, the data allow to balance the operating modes of electrical grids and carry out long-term and short-term load planning. The results of the measurements are used to develop a scheme for the future development of the power system, the formation of emergency outage schedules, and the configuration of emergency control devices. All these measures are ultimately designed to improve the efficiency of the Smolensk energy system, prevent the occurrence of technological violations and disruptions in the electricity supply to consumers.

Also, based on the results of the control measurements, a list of 35-110 kV substations is made, substations are given special emphasis and controlled, emergency loading of which according to the results of the control measurements, amounted to more than 75%. In the future, this information is taken into account when considering applications for grid connection to these power centres.

The control load measurements in the grids are conducted in all regional power systems twice a year, on the third Wednesday of June and December, in accordance with the Rules for the Technical Operation of Electric Power Stations and Grids of the Russian Federation. The data obtained on the days of the control measurements are used in the calculation of electrical modes, with long-term and short-term load planning, in drawing up long-term development plans, electric energy and power balances. Taking into account the importance of processing and analyzing data for the measuring day, personnel of the services of substations, lines, relay protection and automation dealing with metering and delivery of electric power are involved in the work. For greater accuracy of measurements on a day-to-day basis, all scheduled operations and switching of equipment, as well as applications related to changing the normal circuit, are cancelled.
