IDGC of Centre - Kostromaenergo division summed up the results of measures to identify and suppress non-metered and non-contractual electricity consumption for the 1st quarter of 2017.
In the course of the raid work carried out by staff of Distribution Zones and the electricity metering department of the branch, including together with specialists of the security unit, it revealed and collected payment for 199 facts of illegal energy consumption of electric power. The total amount of non-metered consumption detected by the branch was 4.9 million kW/h.
The power engineers took steps to send applicant’s materials on the facts of unauthorized electricity consumption to law enforcement agencies. Based on the results of their consideration, two materials on the basis of the elements of the crime provided for in Art. 165 of the Criminal Code of the Russian Federation ("infliction of property damage to the owner of property by abuse of confidence in the absence of signs of embezzlement, which caused particularly large damage") are under consideration in the investigative department of the Ministry of Internal Affairs of the Russian Federation for the Kostroma region. 4 people were brought to administrative responsibility under Art. 7.19 of the Code of Administrative Offenses of the Russian Federation (unauthorized connection and use of electric, thermal energy, oil or gas).
Particular attention was paid to work with problem consumers. Their check was preceded by thorough preparation and instruction of raid participants by specialists from security units. In the context of conducting operational search activities, employees of the regional offices of the FSB and the Russian Ministry of Internal Affairs were involved in raids in some cases.
Total, based on the results of the 1st quarter of the year, the effect of the performed activities on acts of non-metered consumption amounted to about 14 million rubles, and on acts of non-contractual consumption more than 2 million rubles.
It should be recalled that the funds, received from power thieves, IDGC of Centre - Kostromaenergo division spends, among other things, to finance the main production activities that ensure reliable and uninterrupted power supply to consumers.
