Reliable power supply of the Smolensk region directly depends on compliance with payment discipline of consumers

IDGC of Centre – Smolenskenergo division held a meeting of the finance commission, chaired by Director of the branch at which the results for the year 2016 were discussed.

One of the main activities of the branch is electricity transmission, for which a number of consumers pay late. The total debt of enterprises and organizations of the Smolensk region for the transmission of electricity to IDGC of Centre – Smolenskenergo division as of 1 January 2017 amounted to 2.4 billion rubles. Many arrears attribute to former suppliers of last resort in the Smolensk region: OJSC "Smolenskenergosbyt" (1.5 billion rubles) and JSC "Oboronenergosbyt" (130.8 million rubles), as well as several major customers being bankrupt: CJSC "RAAZ AMO ZIL" in the city of Roslavl - 89.3 million rubles, CJSC "SAAZ AMO ZIL" in the city of Smolensk - 3.1 million rubles, OJSC "Iceberg" in the city of Smolensk - 5.2 million rubles, LLC "Firm "Heat" in the city of Safonov - 3.1 million rubles. For the collection of receivables the power company uses all tools provided by the current legislation. Claim-related work gives significant effect. In 2016 courts of various levels considered more than 300 applications for debt recovery and made the decision to recover 229.30 million rubles in favour of Smolenskenergo.

In addition, IDGC of Centre in June 2016 signed an agreement with LLC "M.B.A. Finance", which provides on the territory of the Smolensk region services to inform the public about the debt for electricity supplied by IDGC of Centre – Smolenskenergo division for the period from 01.10.2013 to 31.05.2014. As a result of the work until 31 December 2016 the branch recovered 581.4 thousand rubles. 262 people paid their debts.

Smolenskenergo recalls that to ensure reliable operation of the power system and the successful delivery of electric energy it is required to flawlessly pay under obligations within existing contracts. It is in the interests of consumers in a timely manner to pay for electricity, without forcing the power company to resort to debt collection through the courts.
