Belgorodenergo: the number of "consumers without meters" reduced by one third in the region

According to IDGC of Centre – Belgorodenergo division the number of consumers, apartments and households, which are not equipped with electricity meters, fell more than a third in the past year. Introduction of raising factors to standards on electricity costs put significant stimulus.

According to statistics, 14,300 people from 742,800 electricity customers in the region in violation of Federal Law №261 "On energy saving ..." continue to pay for kilowatt hours consumed according to the standard. These are mainly residents of Stary Oskol (6.9 thous.), Gubkin (2.5 thous.) and Belgorod (2.8 thous.). There are about three thousand "consumers without meters" in the private sector and individual housing estates.

According to Resolution of the Russian Government №603 from 29.06.2016, from 1 January 2017 multiplying factor on electricity costs at 1.5 will apply to "consumers without meters" living in apartment buildings. This means that payment for electricity without a meter for these citizens will be 50% more.

In addition to "consumers without meters", proper instrumental metering must be ensured by those consumers whose meters do not meet the requirements of the law - expired state calibration, accuracy class 2.5 and below, and service life of about 25-30 years. There are about 94 thousand such customers in the region.

Upon receipt of an act of an instrumental check on the recognition of the meter unserviceable the consumer is obliged within the specified time to replace it with a modern one with its accuracy class not lower than 2.0. In this case, within three months after the issuance of the order the average settlement payment will be made, and then - according to the standard, taking into account the multiplying factor.

Residential customers, having working electricity meters with the accuracy class 2.5 or below, should pay attention to the remaining calibration interval that is specified in the data sheet, and then, upon its expiry or failure of the metering device, replace it.

Extra payments for electricity can be avoided by installing a modern electricity meter. Last year, on its own without contractors involved IDGC of Centre – Belgorodenergo division installed in apartments and households of residents of the region more than 10,600 meters, 1,3 thousand of them - in apartment buildings. Applications are accepted at customer service offices in each district of the region. The cost of the service includes the price of the device and its installation, or installation only if you purchase the meter.
