In 2016 power engineers of IDGC of Centre – Lipetskenergo division organized work on the inventory of networks and street lighting fixtures in all rural settlements of municipal districts of the Lipetsk region.
With the support of municipalities experts of the branch conducted joint inspections and control raids. According to their results 52,834 lighting fixtures were identified, of which 24,833 were connected illegally, in the absence of relevant contracts for grid connection, power supply contracts with the supplier of last resort. By law, these lighting fixtures are subject to de-installation. In addition, as a source of emergency power interruptions, they pose a threat to life and health of citizens, so the work is carried out to identify them on a permanent basis.
After the inventory the heads of rural settlements signed protocols and acts, indicating the volume and specific addresses of the lighting fixtures, which must be removed and included in the contract of power supply. Among them there are 10,475 street lighting fixtures that the municipalities included in the contract in addition, based on their available cash resources to pay for electricity consumed.
The rest of the fixtures is to be dismantled. Following the meeting the regional administration decided not to continue the work with the simultaneous conclusion of power supply contracts for all fixtures by the heads of administrations and rural settlements.
"Lipetskenergo" recalls that street lighting is an element of improvement, for which by the law heads of rural settlements are responsible. For all matters relating to a sufficient number of lighting fixtures, street lighting level residents of the Lipetsk region should contact municipal administrations.
In turn, "Lipetskenergo" provides an opportunity to further include in contracts fixtures to be dismantled, to sign individual contracts of grid connection of street lighting with stakeholders, to assist in the implementation of the reconstruction of networks.
