27.02.2017

IDGC of Centre – Smolenskenergo division summed up the work on the suppression of facts of non-metered and non-contractual consumption (theft) of electricity in 2016.

Following the results of raids performed by staff of the branch (including with representatives of law enforcement bodies) 815 cases of non-metered consumption of electricity were reported, 653 of which occurred with individuals. At the same time, in 13 cases it was about non-contractual consumption of electrical energy, in 802 - non-metered. The largest number of cases of theft of electricity was found in the city of Smolensk and Smolensky and Yartsevsky districts. For all the revealed facts of theft relevant acts were drawn up. The total amount of electricity, which according to the acts was presented to in bad faith customers to pay, totalled 17.8 million kWh, which is comparable with a monthly consumption of the entire Yartsevsky district of the Smolensk region. In monetary terms, this amounted to more than 57 million rubles.

Smolenskenergo constantly fights with theft of electrical energy, using all allowed by the legislation processes and mechanisms. Law enforcement bodies open administrative and criminal cases against unfair consumers.

Facts of electricity theft can qualify both under Article 7.19 of the Administrative Code of the Russian Federation (an administrative fine from ten thousand to fifteen thousand rubles), and under Article 165 of the Criminal Code of the Russian Federation (causing damage to property owner punished by a fine of up to 300 thousand rubles or imprisonment for up to two years).

The energy company refers to the residents of the region asking them not to break the law, exposing themselves and relatives to danger, as well as to report all cases of unauthorized connection to Smolenskenergo’s grids.
