Kurskenergo reduces receivables

IDGC of Centre – Kurskenergo division continues regular work on the collection of accounts receivable for electricity transmission services.

In 2016 the company managed to reduce consumer debt by 101 million rubles. As of 1 January 2017 the accounts receivable amount to 1,284 million rubles.

To recover the debt Kurskenergo implements a set of measures of both administrative and legal nature.

Within the framework of the working group on issues of minimizing consumer debt to resource supplying organizations, established under the administration of the Kursk region on the proposal of the power company, defaulters are regularly heard at meetings of specialized committees of the regional administration and district commissions for emergency situations, and then the timing and form of debt repayment schedules are set for them. Debtors are prescribed to send information about their execution to the public utilities and energy committee of the Kursk region.

One of the most important areas is the claim-related work. Last year specialists of the legal support office of Kurskenergo managed to collect from defaulters over 166.4 million rubles. As of January 2017 20 cases to collect accounts receivable for electricity transmission services worth a total of 33.3 million rubles are in proceedings in courts of different instances. The main debtors of the branch as of January of the current year are LLC "REK" (amount outstanding is 54.51 million rubles), JSC "Oboronenergosbyt" (33.54 million rubles), MUE "Gorteploset" and MUE "Gorvodokanal" in the city of Zheleznogorsk (13.78 million rubles and 16.14 million rubles, respectively).

It should be noted that with large defaulters, who are ready for a constructive dialogue with regard to developing effective mechanisms for debt repayment in view of the economic situation and their real financial opportunities, the branch concludes an agreement on the procedure of debt restructuring, which ultimately also contributes to the normalization of payments and reduction of the debt.

"Timely payment for electricity transmission services is crucial to ensure the stable operation of power grid facilities. Therefore, the branch will continue the work on collecting receivables," stresses the head of the office for sale of services of Kurskenergo Yury Kartsev.
