IDGC of Centre – Lipetskenergo division held a production meeting on the results of 2016 and plans for 2017 in the direction "The sale of electric energy transmission services". Chaired by Deputy General Director - Director of "Lipetskenergo" Alexander Glebov, it was attended by heads of structural subdivisions of the executive office, chiefs of 18 Distribution Zones and their deputies for sales of services.
As part of the meeting the Distribution Zones presented reports on the results of losses in electric grids of 6 (10) - 0.4 kV in 2016, on the implementation of tasks to reduce the losses on individual feeders to the technological level. In addition, they discussed planned activities in the Distribution Zones for 2017 that will allow to achieve the planned level of losses in electric grids of 6 (10) - 0.4 kV.
During the work the emphasis was placed on raids to detect and deter non-contractual and non-metered electricity consumption with photo and/or video fixation, including together with representatives of the branch of JSC "Gazprom Lipetsk distribution". A special place was given to the interaction of chiefs of the Distribution Zones with local authorities on issues of installation of metering devices at points of supply of consumers-citizens, who do not wish to install individual metering devices and consume electric energy in the amount of standard consumption of the municipal service for electricity, with a different character of beautification of residential space and power consumption. In addition, they specified the time for completion of dismantling of street lighting luminaires, agreed with the administrations of rural settlements and not included in the respective supply contracts.
The main direction to achieve the desired level of losses the branch sees in increasing internal efficiency, increasing the responsibility of every manager and performer on the field process. An important place is the training of personnel to work for instrumental inspections and detection of non-metered consumption, continuous monitoring of electricity consumers of commercial infrastructure, consumer cooperatives and balance making consumers of grids of 6 (10) - 0.4 kV, including consumers, who own transformer substations.
Following the results of the meeting the chiefs of the Distribution Zones were instructed on a regular basis to check and re-authorize meters from reconnected customers during reconstruction of the electrical grid, receiving rented or ownerless grids.
"The facts of non-payment by consumers not only undermine the financial stability of the power grid enterprises, but also, above all, productive. Grids require constant maintenance, timely repair, let alone their further development. Without the fulfillment of these conditions, reliable operation of energy facilities is not possible. Therefore, to reliably determine electric power volumes, reduce differences with suppliers of last resort and retailing companies, the meeting primarily discussed the exchange of good practices among the Distribution Zones, the formation of measures to reduce the losses not only to the planned level, but also to the level of technologically possible," stressed Deputy Director for Sale and Development of Services of the branch Alexander Kosolapov.
