In 2016 the energy company limited power supply for 2 thousand non-payers

In 2016, IDGC of Centre – Smolenskenergo division at the request of a branch of JSC "AtomEnergoSbyt" "SmolenskAtomEnergoSbyt" imposed limitation of electric energy on 2,078 debtors having significant receivables for the consumed electric energy. Among them, there are 918 legal entities - housing and communal enterprises, public sector organizations, production facilities of various forms of ownership.

Smolenskenergo introduces limitations of power supply to consumers under a notification of the branch "SmolenskAtomEnergoSbyt" by switching lines off, dismantling of cables and leads of consumers’ power installations. In addition to the payment of the debt to restore power supply defaulters are required to compensate for the cost of disconnection and reconnection of their power installations to electric grids of IDGC of Centre. The amount of compensation cost for the services of the introduction of restrictions and restoration of the power consumption mode of customers over the period from January to November 2016 amounted to 961.2 thousand rubles.

"Sanctions are provided for by legislation of the Russian Federation and are an effective way to improve the payment discipline for power engineering services," commented the head of the department of sales of services of Smolenskenergo Zhanna Danchenkova.

IDGC of Centre – Smolenskenergo division also introduces limitation for debtors in terms of "direct" contracts for services on electric power transmission. In 2016, 7 such restrictions were introduced, including by switching off from feeding centres of Smolenskenergo. This measure encourages the consumer to fulfill contractual payment conditions in a timely manner. Thus, only 3 regular consumers-defaulters (ZAO RAAZ ZIL, "Firm "Heat" LLC and OJSC "Iceberg") being in bankruptcy proceedings have arrears out of acting in 2016 31 "direct" contracts for services on electric power transmission. Measures to limit them cannot be applied due to the presence of socially significant consumers connected to their electric grids.

It should be noted that non-payers’ actions threaten the reliability of power supply of consumers of the Smolensk region, since the proceeds of the rendering of services on electric power delivery are used by Smolenskenergo primarily towards financing its core production activities. Debts of consumers and chronic underpayment for current consumption in many parts of Russia remain a major challenge to the repair campaign implementation and quality preparation for the autumn-winter operation season. It is in connection with the systematic violation by a number of consumers of contractual obligations, energy companies are forced to tighten sanctions against them. Smolenskenergo intends to consistently continue the work on collecting receivables, using all mechanisms envisaged by the current legislation.
