Kurskenergo’s power engineers do active work to decrease receivables

For 8 months of this year the consumer debt to IDGC of Centre – Kurskenergo division for supplied electricity decreased by 28.4 million rubles. Increasing the payment discipline is the result of the integrated work of specialists of the branch with consumers in active cooperation with the regional administration, law enforcement agencies, including bailiffs.

However, the total amount of debt, accumulated by consumers to the power company, is still many-fold higher than the annual amount of funds that the grid company spends to implement production programs. As at mid-September the total accounts receivable for electricity to the branch of Kurskenergo is 612 million rubles. In the list of debtors there are 2,823 legal entities (companies, individual entrepreneurs and other economic actors) and 15,254 citizens.

As part of the claim-related work of the branch documents on defaulters are sent to the court. At the beginning of September 2016 there are 166 cases under proceedings in courts of various levels totalling 497.008 million rubles. During the first half of this year 428 lawsuits were filed in the amount of 485.304 million rubles, 288 court decisions were adopted in excess of 67 million rubles. 283 writs of execution totalling 67.838 million rubles were transferred to the court bailiffs service to be recovered.

"Electricity is a commodity, like bread, and it cannot be free," stressed Deputy Director for Development and Sale of Services of IDGC of Centre – Kurskenergo division Sergey Sevryukov. "Unscrupulous consumers jeopardize the implementation of programs aimed at development of electric grid facilities of the region, reliable power supply to consumers, so Kurskenergo continues systematic work on the collection of receivables using legal methods.

Kurskenergo reminds consumers that, in connection with the entry into force of Federal Law dated 03.11.2015 # 307-FZ "On Amendments to Certain Legislative Acts of the Russian Federation in connection with the strengthening of the payment discipline of consumers of energy resources", from 1 January 2016 penalties for late utility payments were increased. Now it is more profitable for the debtor in a timely manner to pay for services of electricity transmission, than to accumulate debts and for a long time to be in the "debt pit".
