Belgorodenergo: ready for the 55th autumn-winter operation period

The interdepartmental commission composed of representatives of IDGC of Centre, "Rostekhnadzor", a branch of JSC "SO UES" - Belgorod Transmission Control Centre, EMERCOM of Russia in the Belgorod region and the Commission on State Regulation of Prices and Tariffs of the Belgorod region summed up the preparation of Belgorodenergo for the autumn-winter operation period of 2016 -2017.

Deputy Chief Engineer for Operations of IDGC of Centre Anton Gerasimov handed the Certificate of Readiness to Deputy General Director of IDGC of Centre - Belgorodenergo division director Sergey Demidov. He marked good coordinated work of the team of the Belgorod branch of the company. 969 main and additional activities were implemented in time. "The Certificate shows the readiness of the enterprise to provide reliable power supply to absolutely all consumers in the region, and in a timely manner to eliminate effects of extreme weather events. Proof of this is the well-functioning interaction between all the structures, which the power supply of companies and the public in the winter depends on," he stressed.

Deputy General Director of IDGC of Centre - Belgorodenergo division director Sergey Demidov, reporting on the work performed, stressed that all the planned energy facilities passed diagnostics, testing and technical inspection, in addition, the functionality of 47 reserve sources of electricity supply and 823 special vehicles was tested, emergency reserve of equipment and materials is staffed at 100%. For safe work performance staff is fully provided with overalls, tools and personal protective equipment. The crisis management centre coordinates actions of operating and maintenance personnel. If necessary, 45 first responding mobile crews, as well as 172 crews of distribution networks and power line services with a total number of 1,281 people, may be involved into elimination of consequences of failures. Eight mobile crews with special forces and means are ready at short notice to travel to any region of Russia. The sequence of staff actions in difficult weather conditions was worked out during special emergency trainings and interagency exercises.

Deputy Head of the State Energy Supervision and Oversight of Hydro-Technical Utilities in the Belgorod region Nikolay Zakharov confirmed that the planned organizational and technical measures were implemented in full. Rostekhnadzor’s inspectors were directly involved in the check of the preparation for the autumn-winter operation period in each district of the region, all the comments were worked on very quickly.

The funding of the repair program, formed by taking into account the technical condition and failure rate analysis, totalled 255.4 million rubles in 2016, which is 3.3 million more than the previous year. Thus, in order to reduce the cost more than 70% of the planned scope was performed without involvement of contractors. Until the end of the year, the power company will repair over 2,277 km of 0.4-110 kV power lines, 743 transformer substations of 0.4-10 kV and 53 major feeding centres of 35-110 kV, providing electricity to consumers of fifteen districts and the regional centre. 673.6 hectares of ROWs along 0.4-110 kV overhead power lines will be cleared and expanded from wood undergrowth.

This year’s investment program was approved in the amount of 4.3 billion rubles (including VAT). Until the end of the year about 126 MVA of new capacity will be put into operation, more than 822 km of grids will be constructed and reconstructed, including 155 km - in individual housing micro-districts, 496 km - under grid connection agreements. The branch will perform comprehensive modernization of five substations of 35-110 kV, providing electricity to consumers in Stary Oskol, Shebekinsky, Belgorodsky, Veydelevsky and Valuisky districts ("Belyanka", "October", "Viktoropol" "Mandrovo" and "Pushkarnaya").

At present, the second phase of a large-scale reconstruction of the SS "Malinovka" is coming to an end, providing electricity supply to large industrial and agricultural facilities in Rakityansky district, there is modernization of power supply circuits of settlements in 11 districts of the region and construction of the 35 kV cable line "Murom - New Tavolzhanka" with its length of 17 km. The latter project is designed for two years and involves, in addition to the cable line construction, reconstruction of four high-voltage substations in Shebekinsky and Belgorodsky districts.

Implementation of all the planned organizational and technical measures will provide reliable and quality power supply to consumers in the coming autumn-winter operation period. This year Belgorodenergo received the Certificate of Readiness on the eve of the 55th anniversary of the creation of the Belgorod power system.
