In preparation for the autumn-winter operation period IDGC of Centre – Lipetskenergo division held a regular training to simulate the interaction in liquidation of emergency situations at electric grid facilities, caused by adverse weather conditions.
The event was held with the participation of territorial divisions of General Directorate of EMERCOM in the Lipetsk region, personnel of dispatching services of a branch of "FGC UES" Upper Don PMES, a branch of OJSC "SO UES" "Regional dispatch power grid management of the Lipetsk region", the Headquarters for power supply security in the Lipetsk region, executive authorities and commissions on emergency situations and ensuring fire safety of Yeletsky district.
Yeletsky district was chosen as a place for the training not accidentally. In the last two years here often abnormal natural phenomena were observed, in particular the strongest hurricanes.
According to the scenario, changing weather conditions with heavy rainfall in the form of rain and wet snow, a sharp decrease of ambient air temperature and strong wind up to 20 m/s, led to the malfunction of power facilities of "Lipetskenergo".
The participants in the training were tasked to rapidly identify problems and clarify the scope of damage; determining the number of personnel, equipment and materials required for first responding and restoration operations; coordination of work and dispatching crews and vehicles; connecting social facilities and residential customers to backup power sources; interaction with the authorities and emergency forces.
During the event, the staff of "Lipetskenergo" worked out practical skills such as sawing off trees, connection of a redundant power installation ED100-T400-1RP of 100 kW, replacement of a power line pole, "extinguishing" a 110 kV oil circuit breaker at the Substation 110/6 kV "West".
The completed exercises confirmed the readiness of forces and means of "Lipetskenergo" to fast elimination of possible emergency situations at distribution grid facilities in the coming autumn-winter operation period.
Regular holding of such joint exercises allows for coherence in addressing consequences of emergencies at power facilities, and thus responding more effectively to challenges of a disaster and more quickly restoring power supply to consumers.
