For seven months of 2016 IDGC of Centre – Smolenskenergo division received 4,535 requests from "SmolenskAtomEnergoSbyt", a branch of JSC "AtomEnergoSbyt" to limit power supply of electric energy to debtors including: restrictions on legal entities – 2,592, residential customers – 1,943. Among them there were housing and communal enterprises, public sector organizations, production facilities of various forms of ownership.
At the same time 70% of the requests, received by IDGC of Centre – Smolenskenergo division for the period from January to July 2016, were cancelled due to the payment or acceptance of guarantees for debt payment. According to the department of sale of electricity transmission services of Smolenskenergo, the sales company withdrew a total of 3,169 requests (including 1,959 for legal entities and 1,220 for residential customers).
Smolenskenergo introduces limitations of power supply to consumers under notification of the branch "SmolenskAtomEnergoSbyt" by switching lines with switchgear off, dismantling of cables and inputs of power installations of consumer.
In addition to the payment of the debt to restore power supply defaulters are required to offset the cost of disconnection and reconnection of their power installations to power grids of IDGC of Centre. The amount of compensation costs for the services of the introduction of restriction and restoration of the power consumption mode of consumers over the period from January to July 2016 amounted to 610,187 rubles 06 kopecks. Such measures of influence are provided by the legislation of the Russian Federation and are an effective way to improve the payment discipline for services of energy companies.
