Kurskenergo reduces receivables for electricity transmission services

IDGC of Centre - Kurskenergo division continues working to reduce accounts receivable for electricity transmission services. To solve this problem the company uses the entire range of available legal and administrative instruments of influence on unscrupulous contractors.

The energy company participates in meetings of the working group on the minimization of consumer debt to resource supplying organizations created under the administration of the Kursk region on the initiative of PJSC "Rosseti" where the most problematic debtors are heard, decisions are taken that require them to provide real debt repayment schedules and fulfill them. Following the meeting that passed on 29 June, one of the largest debtors - MUE "Gorteploset" (city of Zheleznogorsk) fully repaid its debt obligation to Kurskenergo, a total of 11.4 million rubles.

Kurskenergo’s specialists work on debt collection with legal and natural persons. A significant part of the population non-payment accounts for 2013, when the branch carried out in the region the function of an electricity supplier of last resort. To increase the level of payment discipline of consumers, IDGC of Centre from June 2016 attracted to the management of bad debts LLC "M.B.A. Finance "- the Russian subsidiary of the international financial group M.B.A. EMPIRE, which is one of the market leaders in the field of consulting, CRM solutions and managing distressed retail assets in Central and Eastern Europe. The start of work of LLC "M.B.A. Finance" in the region brings progress: in June the amount of debt of individuals to Kurskenergo decreased by 642 thousand rubles.

Joint work to collect overdue receivables of Kurskenergo and the Office of the Federal Bailiff Service of Russia in the Kursk region also gives a positive effect: in June 700 thousand rubles were recovered from debtors.

"I want to remind debtors that defaults lead to underfunding of the production program of the branch and jeopardize the reliability of electricity supply in the region, therefore, payment for electricity should be on time," emphasizes Deputy Director for Sale and Development of Services of IDGC of Centre - Kurskenergo division Sergey Sevryukov.

So, 20 January 2016 a criminal case was initiated under Part 2 of Art. 165 of the Criminal Code of the Russian Federation in connection with unauthorized connection to electric grids in June 2015 in Yaroslavl by LLC "Construction Company "Megastroy". The investigation is currently in progress. At the same time, according to the decision of 21.03.2016 of the arbitration court of the Yaroslavl region damages were recovered in full from the consumer in favour of IDGC of Centre.

9 and 10 February 2016 criminal cases were initiated under para. "b" of Part 2 of Art. 165 of the Criminal Code of the Russian Federation against managers of LLC "Torzhokskaya Energy Sale Company" on the fact of causing damage to property (evasion from payment for IDGC of Centre’s services) on a very large scale. At present, the accused are getting acquainted with the criminal case materials, after which the case will be forwarded to the court.
